South side of Main Street between "B" and "C" Streets. Property
runs southerly from Main on "B" Street for 366 feet, and southerly
from Main on "C" Street for 304 feet.
To change the Tustin Area General Plan from Multiple-family desig-
nation to the Professional office designation.
BACKGROUND AND DISCUSSION:
On February 4, 1980, the Planning Agency approved a use permit (80-1) to auth-
orize the construction of a multiple office complex (which included the
Stevens house) and was located in an R-3 (Multiple-family) district. According
to Zoning Ordinance No. 157, professional offices are allowed in the R-3 Zone
with approval of a conditional use permit. Since this area is now going to be
developed as a professional office complex it would now be appropriate to
change the General Plan to reflect this development.
On November 17, 1980 the Planning Agency held a public hearing for this action
and recommended approval by the adoption of Resolution No. 1928.
RECOMMENDED ACTION:
Uphold the findings of the Planning Agency and approve General Plan Amendment
80-2(A) by the adoption of Resolution No. 80-130.

RESOLUTION NO. 80-130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
APPROVING AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL
PLAN RELATIVE TO THE PARCEL OF LAND SOUTHERLY OF MAIN
STREET, BOUNDED BY "B" AND "C" STREETS.
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council finds and determines as follows:
That Section 65356.1 of the Government Code of the State of -
California provides that when it is deemed to be in the public
interest, the legislative body may amend a part of the General
Plan.
That in accordance with Section 65356 of the Government Code
of the State of California, a public hearing was duly adver-
tised and held November 17, 1980, and December 1, 1980, to
consider General Plan Amendment 80-2(A) to reclassify the pa-
rcels of land on the south side of "B" and "C" Streets from
the Multi-family classification to the Professional Office
classification~

That the proposed project previously had a Negative Declar-
ation approved to comply with the California Environmental
Quality Act.
That the change in classification would be in the public in-
terest and not detrimental to the welfare of the public or the
surrounding property owners.
II.
The City Council hereby approves General Plan Amendment 80-2(A)
to reclassify subject parcel as identified herein (in Exhibit
"A") from the Multi-family residential to the Professional Office
(PR) classification.
PASSED AND ADOPTED at a regular meeting ~f the City Council of the
City of Tustin, held on the day of , 1980.

Easterly side of Holt Avenue, northerly of the present city bound-
ary to a point 292 feet southerly of Warren Avenue.
To change the Tustln Area General Plan from the Single-family
designation to the Multiple-family designation.
BACKGROUND:
On October 13, 1976, the Tustin City Council approved Land use Element Amend-
ment 76-2(C) which changed the land use from single-family to multi-family
classification for properties located on the easterly side of Holt Avenue from
Irvine Boulevard northerly to the present city limit at the flood control
channel. This amendment had been initiated by the property owners and a few
months later these properties were annexed into the city.
DISCUSSION:
The owners of the properties northerly of that area (easterly side of Holt)
are now requesting the same action. They are requesting that their land use
classification be changed from single-family to multi-family. Consent letters
are on file for the requested change and subsequent annexation subject to
authorization of the multi-family classification. Redevelopment in a
multi-family classification would not be detrimental to the area, but would
enhance property values and encourage upgrading of the area.
On November 17, 1980 the Planning Agency held a public hearing and recommended
to the City Council approval, of this amendment by the adoption of Resolution
No. 1929.
RECOMMENDED ACTION:
Uphold the findings of the Planning Agency and approve General Plan Amendment
80-2(B) by the adoption of Resolution No. 80-131.
