Easterly side of Holt Avenue, northerly of present city
limits to a point 292 feet southerly of Warren Avenue.
To pre-zone the area north of the existing city limit
easterly of Holt Avenue from the Orange County E-4 to the
City of Tustin R-3 (3,000), effective upon annexation to
the city of Tustin.
BACKGROUND:
On November 17, 1980 a public hearing was held by the Planning Agency
to amend the General Plan for this subject area (80-2(B)). That same
date the pre-zoning hearing was held and the Planning Agency recom-
mended approval to the City Council by the adoption of Resolution No.
1932.
DISCUSSION:
The requested zoning would be the same zoning as the properties to the
south of this area. The developer proposes to build townhouses which
would require a conditional use permit and approval by the Planning
Agency.
RECOMMENDED ACTION:
Staff recommends that the City Council uphold the findings of the
Planning Agency and approve Pre-zone 80-2 by having first reading by
title only and introduction of Ordinance No. 839.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, APPROVING THE PRE-ZONING OF
CERTAIN PROPERTIES ON HOLT AVENUE UPON AP-
PLICATION OF PZ 80-2.

Council of the City of Tustin does hereby ordain as follows:
City Council finds and determines as follows:
That a proper application was initiated by Arnold Hamala to-
pre-zone certain properties on the easterly side of Holt
Avenue, northerly of North Tustin Channel, to the
Multi-family Residential (R-3 3000) District, as described
and incorporated herein as Exhibit "A".
That a public hearing was duly called,, noticed and held on
said application.
That the proposed use and density is in conformance with the
Tustin Area General Plan.
That a Negative Declaration has been applied for and is
hereby approved to comply with the requirements of the
California Environmental Quality Act.

Development plans for the subject property shall be reviewed
and acted upon by the Planning Agency, in accordance with
provisions of the PD District of the Tustin Municipal Code.
The City Council hereby approves Pre-zone 80-2 for the above
described properties to the Multi-family (R-3 3000) District,
subject to the following conditions:
A. The pre-zoning shall be effective upon annexation to the city
of Tustin.
Do
Density of proposed development shall not exceed one (1)
dwelling unit for each 3,000 sq. ft. of land area.
Parking accommodations shall be provided at a ratio of two
(2) parking spaces for ech dwelling unit, one of which shall
be in an enclosed garage.
Drive access and turn-around area shall be designed so as to
preclude the necessity for any vehicle to back out upon Holt
Avenue.
E. Design plans for proposed developments shall be reviewed and
approved by staff in accordance with the criteria of the
Guidelines for Development, as adopted by the City Council.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council
held on the day of , 1980.
