Councilman Richard Edgar, Ed Knight a~ myself attended a special League meeting at
OCTD at 7:30 a.m. on November 26th on the above subject. The attached fact sheet was
received at that time. The letter, also attached indicates a period of time for City
input.
It is planned that this subject will be placed on the December 15th Agenda for some
Staff rec~u~ndations and Council discussion so that ~ can have a timely input into
this very important subject. No action is necessary at this time.

SAN~A ANA I~tANSPORTATION CORRIDOR ALTERNATIVES ANALYSIS STUDY
The Problem
The Santa ina Freeway, the primary transportation corridor in Orange
County is breaking down under ~evere congestion on 18 miles of its 52-mile
length within the County, with average speeds of less than 20 mph.
800,000 residents, or almost half the County's population, live amd work
within three miles of the ~anta ina Freeway and are dependent upon it.
It is the major artery between Los ingeles and San Diego with trucks
accounting for up to 13.5 percent of all daily traffic.
Completed ~ore than 25 years ali~, the freeway mow is inadequate in its
capacity, design and structural soundness.
12 lanes, not six, are needed to handle the projected demand, but
relocating homes and businesses to permit widening to this extent may not
be socially, environmentally or fiscally acceptable.
Recommendations
o Rapid Transit:
o
Begin concept design and environmental analysis ~ork on a 24-mile
rapid transit 'starter line" from Anaheim through Santa ina to
Irvine with a branch through Garden Grove to Beach Boulevard.
The four rapid transit technologies best suited for Orange County's
environment and population densities are: automated guideway
transit, light-rail (modern trolleys), busways and monorail.
Some portions would operate at ground level ~hlle other portions
would be alevated above street traffic.
Highway Improvements:
- Resurface and widen Santa Ama Freeway from six to eight lanes
throughout Orange County.
Build parallel corridors in south county to reduce reliance on
freeway.
~mtrak Commuter Rail Improvements
- Increase ~ush hour frequencies to every 15 minutes.
Double tracks throughout County to avoid conflicts with freight
traffic.
- Build over- and underpasses at all m jot (arterial) streets.
- Add new stations at Mission VieJo, Irvine, Anaheim and Buena Park.
Transportation System Hanagement Improvements
- In north county, widen major (.arterial) streets, coordinate traffic
siKnals, install ramp maters to freeway, build park-and-ride lots.
- Expand OCTD's local and express bus system from 49? buses to
800-1,000 buses.
Other Recommendations:
- Encourage complimentary land-uses, concentrating employment around
transit stations and discourage high densities ~lsewhare.
- Study additional extensions of the rapid transit system, including
connections with Los Angeles County.

The Orange County Transportation Commission (OCTC) and the Orange
County Transit District (OCTD) are nearing completion of Stage I of
the Santa Aha Transportation Corridor Alternatives Analysis.
Recommendations from the OCTC and OCTD staffs for the implementation
of a rapid transit project and major highway improvements within the
Santa Ama /kansportation Corridor are e~pected to be presented to
the OCTC and OCTD at a Joint meeting on November 10, 1980.
The Alternatives Analysis, which includes th~ participation of other
state and regional agencies and the coordination with a similar
study in Los Angeles County, was initiated approximately one year
ago. During that time, the Orange County Transportation Commission
adopted a series of goals and objectives for the study and narrowed
down the number of improvement alternatives under consideration to
nineteen. Both of these decisions have followed extensive periods
of public review, ~Ich [~ve ~cluded no~ only the Ci~Izen~,
Technical, and Policy Advisory Committees of the Commission, but
also public workshops and presentations to interested groups.
On November 10, 1980, the Orange County Transportation Commission
and the Orange County Transit District Board of Directors w~[ll be
meeting together for the first time to hear the staff's findings and
recommendations for improving transportation in the corridor. The
Commission and the Board will not make any decisions in November
regarding the staff proposals. ,It is expected that they will direct
the study team to review its findings with Orange County citizens,
cities, and the county before returning to the Commission and the
District Board for action in January 1981.
We want to work closely with you and your staff before we proceed to
develop this transportation program for Orange County. This will
be one of the most ambitious projects seen in Orange County in the
past decade because the program will likely include major investment
projects for both rapid transit and highway construction. For this

reason, I believe that our staff's report to be presented on
November 10 should wmrrant your community's active involvement.

important transportation proposals for the purpose of making
comments and recommendations to the OCTC and OCTD during the public
review period between November 10 and mid-January.
We will attempt to make a presentation at a League of Cities
