A Resolution of the City Council of the City of ~stin,
California, REITERATING URGENCY OF S~NTA bNA RIVER
FLO(30 PROTECTION PROJECT A~D COF~4UNITY SUPPORP FOR
~HE PROJECT.
The City Council of the City of Tustin does hereby resolve as
follows:
~SdEREAS, the Santa Ana River has been declared by the U.S. Army
Corp of Engineers to pose the greatest floc~ threat west of the Mississippi
River; and
WHEREAS, the California Water Comnission has listed the Santa
Ana River as posing the greatest flood threat in the State of California;
and
WHEREAS, a large part of the current problem is the result of a
sense of false security created by the construction of Prado Dam in 1940
which subsequently proved to be inadequate; and
WHEREAS, the people of Orange, Riverside and San Bernardino have
bccn urging action on the Santa Ana Project for more than eighteen years;
and
WHEREAS, the Survey Report and the Phase I General Design
Memorandum have provided extensive study of all aspects of the project; an0
WHEREAS, the Corps of Engineers has again replaced many of its
key executives at both the Division Level and in the Office of the Chief
Engineer; and
W~EP~AS, local people have not yet had an opportunity to present
to these newly appointed executives t=he conmlunity's sense of urgency
concerning this project and its need; and
WHEREAS, earlier studies indicate that as many as 3,000 lives
could be in jeopardy and the Phase I GDM cites a potential 9 billion
dollars in damages.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Tustin urges the Corps of Engineers to oonplete their review of the
Phase I GDM in a most expeditious manner; and
BE IT FUR/HER RESOVED, that the City Council, speaking on behalf
of over 33,000 people, does urge that the Congress of the United States
pass all legislation needed to construct this project as rapioly as
possible.
PASSED AND ADOPTED by the City Council of the City of Tustin,
California, at a regular meeting held on the~ day of
