ROURKE, CITY ATTORNEY BUSINESS CERTIFICATE In order to insure that all those who apply for and receive business certificates from the City understand that the certificate does not reflect any opinion by the City on the legality or worthi- ness of the business involved, I suggest that the certificate be stamped as follows: ':Note: this business certificate is merely a receipt for tax paid and is not in any way intended to indicate an opinion on the validity or legality of a business." It is my understanding that City employees prepare business certificates by typing the necessary information into a computer. The computer subsequently generates the business certificate, which is then mailed out to the applicant. I suggest that the certificate could be stamped before mailing, and it appears that there is room at the top left hand corner of the.certificate for such notice.
