Annexations NOs. 109, 111, 123, and 121
The Local Agency Formation Commission, on November 12, 1980, unanimously ap-
proved Annexations Numbers 109 (Sycamore-Walnut-Mitchell); 111 ("B"
Street-Nisson Road); and 123 (San Juan-Red Hill). These annexation proposals
are scheduled for Board of Supervisors consideration on December 23, 1980, to
enable completion prior to January 1, 1981.
Annexation No. 121 (Irvine Blvd.-Dean Street) is scheduled for LAFCO consider-
ation November 26, 1980. The City Council will be the conducting authority
and 30 days notice is required for the protest hearing.
To enable the annexation to be complete prior to January 1, 1981 in order to
gain the year's tax revenue, the following actions are necessary:
Adopt a resolution initiating the proceedings on the regular Council meet-
ing on November 17, 1980.
Schedule a protest hearing for December 29, 1980, at a time as determined
to be convenient for a majority of the Council.
Adjourn the Council meeting on December 15 to the time designated for the
public hearing on December 29, 1980.
RECOMMENDED ACTION:
It is recommended that the City Council adopt Resolution No.80-128, scheduling
a protest hearing for Annexation No. 121 at 5:30 p.m., December 29, 1980.

A RESOLUTION OF THE CItY COUNCIL, CITY OF TUSTIN,
INITIATING ANNEXATION PROCEEDINGS AND SCHEDULING
A HEARING FOR THE ANNEXATION OF CERTAIN INHABITED
TERRITORY DESIGNATED AS "IRVINE BOULEVARD-DEAN
STREET ANNEXATION NO. 121" TO THE CITY OF TUSTIN.
WHEREAS, a petition was submitted to the City Council of Tustin, and
the City Council, by Resolution No. 80-97, commenced proceedings and
requested the Local Agency Formation Commission to consider the pro-
posed annexation of certain territory; and
WHEREAS, said territory is an inhabited area designated as "Irvine
Boulevard-Dean Street annexation No. 121" to the city of Tustin, as
more fully described by the map and legal description on file with the
Local Agency formation Commission; and
WHEREAS, the proposed annexation is for the purpose of providing full
municipal services to an urbanized area without additional costs to
the residents of the area for police, street sweeping, refuse service,
and other~municipal services; and
WHEREAS the Local Agency Formation Commission scheduled a public hear-
ing for the purpose of approving the annexation, naming the City Coun-
cil of Tustin as the conducting authority, adjusting the distribution
of tax revenues in accordance with a master agreement and requiring
the City to pay all expenses incurred in conducting and completing
proceedings for the proposed annexation;
NOW, THEREFORE, BE IT RESOLVED by the City Council, City of Tustin,
California:
That a public hearing on the proposed Irvine Boulevard-Dean Street
Annexation, in accordance with the approving Resolution of the Lo-
cal Agency Formation Cormmission, will be conducted on December 29,
1980 at p.m., in the Council Chambers, 300 Centennial Way,
Tustin.
That any owner of land within the territory may file a written
protest against the annexation, with the City Clerk of Tustin at
any time prior to the conclusion of the City Council hearing on
the proposed annexation.
That the City clerk shall cause notice of the hearing on the pro-
posed annexation to be given as required by law.
PASSED AND ADOPTED at a regular meeting of the Tustln City Council,
held on the 17th of November, 1980.
