CONSENT CALENDAR ITEMS All matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion without discussion. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE AGENDA Recommendation: That the City Council waive reading in full of all ordinances and resolutions on the agenda and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived. APPROVAL OF MINUTES — REGULAR MEETING OF THE CITY COUNCIL HELD ON DECEMBER 20, 2016 AND THE SPECIAL CLOSED SESSION MEETINGS HELD ON DECEMBER 20, 2016 Recommendation: That the City Council approve the Action Minutes of the Regular Meeting of the City Council held on December 20, 2016 and the Special Meetings held on December 20, 2016. 3. RATIFICATION OF DEMANDS AND RATIFICATION OF PAYROLL The City Council has approved the use of Government Code Section 37208 to expedite the payment of City of Tustin obligations that are in accordance with the approved budget or continued operations authorizations. Recommendation: That the City Council approve Payroll in the amounts of $723,564.43 and $1,285,784.85; and demands in the amount of $4,792,460.37. 4. APPROVE COOPERATIVE AGREEMENTS WITH THE CITY OF IRVINE FOR THE TUSTIN RANCH ROAD/VON KARMAN AVENUE AND EDINGER AVENUE/IRVINE CENTER DRIVE REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECTS (PROJECT P) Staff is requesting that the City Council approve the Cooperative Agreements with the City of Irvine for implementation of the Tustin Ranch Road/Von Karman Avenue and Edinger Avenue/Irvine Center Drive Regional Traffic Signal Synchronization Projects. Engineering and construction will be performed in collaboration with and led by the City of Irvine. Work will be performed under the OCTA Competitive Measure M2 Regional Traffic Signal Synchronization Program (Project P). Recommendation: That the City Council approve the Cooperative Agreements with the City of Irvine for the Tustin Ranch Road/Von Karman Avenue and Edinger Avenue/Irvine Center Drive Regional Traffic Signal Synchronization Projects, authorize the Mayor and City Clerk to execute the agreement on behalf of the City, and amend the adopted Capital Improvement Program for Fiscal Year 2016/17 to appropriate Gas Tax (Fund 130) in lieu of Measure M2 Fair Share (Fund 139) for both projects. 5. SALARY RESOLUTION FOR UNREPRESENTED PART-TIME NON - BENEFITTED EMPLOYEES Adoption of the attached Resolution will authorize terms and conditions of employment for unrepresented Part -Time Non -Benefitted employees in accordance with California state law. Recommendation: That the City Council adopt Resolution No. 17-02 amending the City's Classification and Compensation Plan for unrepresented City Council January 17, 2016 Meeting Agenda Page 4 of 6 Part -Time Non -Benefitted employees. RESOLUTION NO. 17-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN RELATING TO COMPENSATION FOR UNREPRESENTED PART-TIME NON - BENEFITTED EMPLOYEES AND SUPERSEDING RESOLUTION 15-47 6. CITY COUNCIL APPROVAL OF AN AMENDED ADMINISTRATIVE BUDGET AND AUTHORIZATION TO ENTER INTO AN ELEVENTH AMENDED AGREEMENT BETWEEN THE CITY AND SUCCESSOR AGENCY FOR ADMINISTRATIVE SUPPORT City Council approval is requested of an amended Administrative Budget and authorization for the City and Successor Agency to enter into an Eleventh Amended Agreement for reimbursement of administrative support. Recommendation: That the City Council approve and authorize the City to enter into an Eleventh Amended Agreement for Reimbursement of Costs and City/Successor Agency Operations Loan with the City acting as Successor Agency to the Tustin Community Redevelopment Agency. REGULAR BUSINESS ITEMS Matters listed under Regular Business are generally proposals for new legislation or items requiring discussion (Agenda Items 7-10) 7. WATER CONSERVATION UPDATE - NOVEMBER 2016 As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with a monthly report regarding water consumption and restrictions. This report summarizes the information provided to the State for the month of November 2016 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. Recommendation: That the City Council receive and file this report. 8. COMPREHENSIVE ANNUAL FINANCIAL REPORT FOR THE YEAR ENDED JUNE 30, 2016 The City engages an independent certified public accounting firm to complete an annual audit of the City's financial records. There are a number of reports City Council January 17, 2016 Meeting Agenda Page 5 of 6 such as the Comprehensive Annual Financial Report (CAFR), produced as a result of the annual audit and there are actions that are required by the City's governing board (City Council) to meet the requirements of various auditing standards, such as meeting with the auditing firm that conducted the audit to discuss the audit and internal control issues. Recommendation: 1. Receive and file the CAFR for the year ended June 30, 2016. 2. Discuss the audit and internal controls with the independent certified public accounting firm, White Nelson Diehl Evans LLP, who conducted the audit. 9. LEGISLATIVE UPDATE Staff has prepared a brief summary of California laws most relevant to the City of Tustin or that may be of particular interest in the coming year. These laws went into effect on January 1, 2017. Recommendation: That the City Council receive and file this report. 10. 2017 COMMISSION VACANCIES Due to term expirations, staff is requesting that the City Council provide direction on the desired process to fill upcoming vacancies on the Planning and Community Services Commissions. Recommendation: Pleasure of the City Council. OTHER BUSINESS/COMMITTEE REPORTS ADJOURNMENT — The next meeting scheduled is on Tuesday, February 7, 2017 for the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m. in the Community Center, 300 Centennial Way, Tustin, California.
