RABE, CITY CLERK SUBJECT: 2017 COMMISSION VACANCIES SUMMARY: Due to term expirations, staff is requesting that the City Council provide direction on the desired process to fill upcoming vacancies on the Planning and Community Services Commissions. RECOMMENDATION: Pleasure of the City Council. FISCAL IMPACT: None. BACKGROUND: On March 1, 2017, the terms for the following will expire: Planning Commissioners Austin Lumbard, Steve Kozak, and Ryder Smith; and Community Services Commissioners Erin Moore, Donna Marsh Peery and Larry Sample. Currently, the City Clerk's Office advertises and solicits applications for upcoming vacancies. A Special Meeting is scheduled and all candidates arrive in the Council Chamber at the designated time. The City Council interviews the candidates in the Council Chamber in an order that is randomly selected. Following conclusion of the interviews, appointments are made at that time by a majority vote. Based on a survey of Orange County cities, the following options are available for Council's consideration: 2017 Commission Vacancies January 17, 2017 Page 2 Option 1: Appoint an ad hoc committee of two Council Members to interview the candidates and make a recommendation to the full City Council. Option 2: Each candidate is prescheduled for an interview at a specific time. The City Council then interviews the candidates at a public meeting at each candidate's prescheduled time. Appointments are made at the following City Council meeting. These interviews may take place in an alternate location, such as a conference room, so long as the meeting is properly noticed and accessible to the public. Option 3: Each Council Member appoints a Commissioner, with terms that run concurrent with the term of the appointing City Council member. (Requires an amendment to City Code section 1513 before it could be implemented) Option 4: Council Members make recommendations to the Mayor; Mayor appoints the Commissioners. (Requires an amendment to City Code section 1513 before it could be implemented) Option 5: Maintain current process as described above. Option 6: Upon receiving confirmation of their interest to continue to serve, reappoint current Commissioners whose terms will expire. Upon direction from the City Council, a public notice seeking candidates to serve on said commissions will be published in the Tustin News, posted on the City's website and posting boards. The notice will include qualifications, duties, and meeting dates. In addition, we will notify individuals on the commission interest list, which was established in January 2013. Following interviews, nominees are selected for acceptance by a formal vote of a maj rity of the Council. Buena Park Council appoints an ad hoc committee of two council members to interview applicants and make a recommendation to Council. Cypress Same as Tustin's current process Dana Point Same as Tustin's current process Fountain Valley Council interviews all candidates one at a time; appointments are a endized at the next council meeting for a majority vote. Fullerton (Districts) 1) Advertise and accept applications until a designated deadline. 2) Council Members make direct appointments from the applications received at a City Council meeting. 3) An interview panel consisting of the Mayor, Mayor Pro Tem and committee chair interview remaining applicants for at - large positions and make recommendations to City Council. 4) City Council appoints at -large positions at a City Council meeting. Garden Grove All commissioners are appointed by the Mayor; staff solicits applications and produces a manager's memo for Council compiling all applications; councilmembers review the applications and make their recommendations to the Mayor; mayor announces his/her decision at the council meeting. Huntington Beach Same as Tustin's current process Irvine Council Members appoint each commission member by submitting a memo to the City Clerk's Office with the individual's name, date to start and commission. La Habra Council interviews all candidates; appointments are agendized at the next council meeting for a majority vote. La Palma Same as Tustin's current process Laguna Beach Same as Tustin's current process Laguna Hills Same as Tustin's current process Laguna Niguel Same as Tustin's current process Lake Forest Same as Tustin's current process Los Alamitos Same as Tustin's current process Mission Viejo Each Council Member nominates one member for each commission; nominations must then be ratified by a majority vote of the City Council. Placentia Same as Tustin's current process Rancho Santa Members have been on PC since 1994, 1999 & and 2000 with no Margarita vacancies since initial appointments Santa Ana (Wards) Council Members individually appoint members to commissions. The terms run concurrent with the term of the appointing Council Member. San Clemente Same as Tustin's current process San Juan Capistrano Planning Commission recruitment is the same process as Tustin. Other Commissions: Two council members informally interview the candidates and make recommendations to the full Council for a majority vote Stanton Same as Tustin's current process Villa Park N/A No Commissions Westminster Advertise and Council appoints at a Council meeting; there is no interview process. Yorba Linda Same as Tustin's current process
