White, Director of Community Services IMPLEMENTATION PLAN FOR SENIOR CIITZENS COORDINATING COUNCIL BACKGROUND AND FINDINGS: Suggested Name: Senior Citizens Coordinating Council. Although advisory in nature, the group's main purpose will be to coordinate services. The Coordinating Council concept is compatible with current City Council policy to not appoint advisory Commissions. II. Membership and Method of Selection A. Community groups offering ongoing community-wide senior services will be invited to participate. B. Initially, staff anticipates representation from the following groups: .... 1. T.L.C. site 2. Assistance League 3. Tustin Community Hospital 4. Senior Citizens Club 5. Community Services Department (Should other groups who offer services to the community's seniors be interested in participating, they will of course be welcome. There are service groups who offer senior services on a "special event" basis, such as the JayCee's, who may not wish to sit on the Council on a permanent basis but might desire to have their activities included with those reviewed by the Coordinating Council. The Tustin Area Women's Club Gerontology Chair has also expressed interest in the Coordinating Council. Another possible representative would be if Tustin Gardens tenants formed a resident-group, like a homeowners association.) Co Each group will be contacted by Community services staff and invited to send two representatives. Ideally, the representatives should include one person whostaffsand/or plans activities for the seniors and one senior client. Meetings would be held once per month initially, and on an as-needed basis thereafter. The group should have the flexibility to meet as often or as little as needs require. IMPLEMENTATION PLAN FOR SENIOR CITIZENS COORDINATING COUNCIL Page Two October 10, 1980 While voting privileges would be restricted to the two representatives of each group, should the Senior Citizens Coordinating Council decide to request action from the City Council, they would be obliged to hear public input on the matter first. Such public input from seniors would always be welcomed; however, it would be mandatory prior to the group requesting any City Council action. F. Should the group choose to request action from the City Council, the request will be made through the Director of Community Services. III. Purposes The Coordinating Council's primary purpose will be to coordinate service provided to the community's seniors by the various organ- izations in the area. B. As a secondary purpose, the Coordinating Council may act as an advocacy group for unmet senior needs. 1. The various organizations on the Coordinating Council may choose to fill some of these needs with their individual resources. The Coordinating Council may feel certain needs are too vast for a small group to handle; thus, the Coordinating Council may choose to recommend that the City Council take some specific action, on an as-needed basis. The Coordinating Council is encouraged to seek innovative means to fill these needs. As an independent, flexible organization they may be able to seek solutions which do not entail the expenditure of local tax dollars. Members of the Coordinating Council will be appointed to attend the important County Committee meetings. These Committees carry out the bulk of the Orange County Senior Citizens Advisory Council's activities, and representation would benefit Tustin seniors. This is how the Senior Coordinating Council can determine potential grant funding and other significant information. The Coordinating Council may act also as a support group to certain community-wide projects. (For example, the Coordinating Council may choose to provide volunteers from each member-group for the upcoming needs-assessment planned by the Community Services Department.) IV. Timeline (Based upon City Council approval of plan at its meeting October 20.) October 21-24 Letters out to groups explaining concept and asking for suggested representatives. Notices out to press also. October 27-31 Review of representation offered and telephone follow- up of groups who have not yet responded. November 3-7 Agenda preparation and mailout. Although the Community Services Department will assume the role of lead agency for the initial organizational stages, it is anticipated that all member agencies will assist with clerical support throughout the life of the Coordinating Council. RECOMMENDATION: To approve the above plans and direct staff to implement as indicated. RAW:ss
