NEIGHBORHOOD DIAL-A-RIDE December 1, 1980 continues to be the implementation date for the Orange County Transit District (O.C.T.D.) Dial-A-Ride serving the City of Tustin and its sphere of influence. Now referred to as "Neighborhood Dial-A-Ride", it is conceptually designed to provide intracommunity travel and to encourage ridership on their regular fixed routes for County-Wide transportation. The following information outlines the scope of their intended operation: 1. Eligibility: Open to the Public. No restrictions on ridership including handicapped confined to wheelchairs. O.C.T.D. Dial-A-Lift service will be terminated as of December 15, 1980 with these vehicles integrated into this new service. Operation Hot, s: 6 Days a Week. ' 7:00 a.m. to 6:00 p.m. Monday through Friday 9:00 a~m. to 5:00 ?.m. Saturday Not operable on six holidays: New Year's Day I~bor Day Memorial Day Thanksgiving July 4th Christmas Number of Vehicles: One (initially) Operates on a demand-response call, curbside to curbside service. More vehicles available as d~mand warran'ts. 4. Fares: One-way _ $ .50 $1.00 Free Senior Citizens and handicapped General public Children under seven years old Service Area: County zone areas (zone averages 10-12 sq. miles) Tustin area - map attached Northern Boundary - Chapman Avenue Western Boundary - Newport Fre:eway ~Mr. Blankenship ctober 6, 1980 page two Southern Boundary - Moulton Parkway Eastern Boundary - Up Myford Road, out into NE County area The zone areas were drawn by O.C.T.D. staff reflecting a "neighborhood" con- cern. These were approved by the County Board of Supervisors, without .input from cities. Passengers may travel anywhere within their zone area for the indicated one- way fare. However, Dial-A-Ride passengers desiring destinations outside of their zone area (e.g. trip to Orange Mall) will require an O.C.T.D. coordinated boundary drop and pickup, and will result in additional one-way fares in each new zone area traveled. (no transfers) O.C.T.D. hopes this policy will encourage the use of their regular fixed routes for regional transportation trips, at a lesser fare rate. ANALYSIS The 1980-81 Tustin budget has appropriated funds to operate our Tustin Dial-A-Ride bus for 6 months. December 1st is an appropriate date to disband our operation and assist in referring ridership to O.C.T.D. Dial-A-Ride. Literature from O.C.T.D. announcing the new service shou]d be available in Mid-November, and can be distri- buted to our current ridership and senior centers at that time. Additionally, an article can be written 5n the "Tustin Today" for mailing in early December. Our City Dial-A-Ride phone nu~er should be disconnected on December 1st, with a telephone recording referring riders to ~e new listing. Existing capital equipment associated with our Dial-A-Ride system currently con- sists of the following: 1978 Wayne Transette Vista 14 passenger van (original cost - $20,140) General Electric Base Station, antenna, and mobile radio (original cost - $3,521) *never installed General Electric Portable Mobile Radio - back unit (original cost - $1,839) never used Purchased with our Senior C~tizens Title III-B Grant, this is required to be used only in con~ection with senior citizen activities. Return of the equipment to 'the Area Agency on Aging is mandatory, unless the City desires to buy-out the county's share of the purchase ($781.62). There exists several options regarding the use of the equipment upon service ter- mination: The vehicle may be sold to the highest bidder, or retained for use by Community Services in their excursion/special trip revenue programs. The unused G.E. Base Station, mobile radio and portable unit may be sold or acquired by the Police Department for use by the Tustin Explorer Post. age three Upon termination of the City's Dial-A-Ride, the bus d~iver will convert to a full- time maintenance worker and the dispatcher clerk may be absorbed as the full-time- maintenance typist clerk. The Public Works Department should be instructed to initiate this policy to occur December 1st. RECOMMENDED ACTION It is recommended that the City Council be requested to approve the termination of Dial-A-Ride as a City-provided service on December 1, 1980. Staff should be in- structed to assist 0.C.T.D. in the coordination of publicity to the community to ensure a smooth transition. Staff will prepare and submit a final report summarizing the cost and effectiveness of the City's Dial-A-Ride shortly after the termination date. GN:dmt attachment (map of T~stin zone) cc: B.
