SUBJECT: Annexation Status Report
1.. The following annexations have been certified by the Executive Office of the
Local Agency Formation Cornmis~ion as being complete; however, not all of the
annexations are effective.

Pursuant to Senate Bill No. 246, those annexations which were completed between
January 2, 1978 and July 24, 1979 are confirmed, validated, and declared
legally effective. The following annexations cannot be effective until an
agreement is reached with the Board of Supervisors perfainihg fo the exchange
of property faxes:

These annexations (~l are the subject of Resolution No. 80-107 waiving the
exchange of property faxes until a master agreement is adopted by fha City
and the Board of Supervisors.
The following annexation has been certified as complete on September 30, 1980
by the Executive Officer of LAFCO and pursuant to Board of Supervisors Reso-
lution No. 80-1660 and City Council Resolution No. 80-106, will be effective
upon filing with the Board of Equalization:

4. The following annexation proposals have been filed with LAFCO as island
annexations and have been scheduled for LAFCO hearing on November 12, 1980:

Pursuant to Board o¢ Supervisors Resolution No. 80-1660 and Council Reso-
lution No. 80-106, these annexations will be effective upon Board of SupeE-
visor's approval.
Annexation No. 121 (Irinve-Dean! has been scheduled for LAFCO consideration
on November 26, 1980 with the City Council to be named as the conducting
authority.
Annexation No. ~22 ("B" Street-Tentative Tract Map No. ~1050) has been in-
corporated into Annexation No. 1~1 and will be declared null and void if
Annexation No. lll is approved by the Board of Supervisors.
Annexation No. 124 Ilrvine-Pefers Canyon) will be submitted fo LAFCO during
the week of October 20, ~980 and cannot be scheduled for hearing until the
Board of Supervisors approves an agreement for the exchange of property taxes.
The City Council will be the conducting authority for this annexation pro-
posal.
The areas known as Reorganization No. ~25 and 126 for the exchange of proDerfies
between the cities of Tusfin and Irvine will require an agreement for the ex-
change of property tax revenues between the Cities of Irvine and Tustin and
the Structural Fire Protection District.
The changing status of laws related fo annexations and taxes, along with the
delay in adopting an agreement fur the exchange of property taxes has made
the entire subject of annexations complex and confusing. Please do not
