HomeMy WebLinkAboutNB 10 SIGNAL WARRANTS 10-06-80NEW BUSINESS No. 10 10-6-80 Inter -Corry DATE: SEPTEMBER 29, 1980 T0: DAN BLANKENSHIP, CITY ADMINISTRATOR FROM: NORM HOWER, TRAFFIC ENGINEER SUBJECT: SIGNAL WARRANTS - WALNUT AVENUE AND BROWNING AVENUE As requested by Council, the intersection of Walnut Avenue and Browning Avenue has been investigated for meeting the warrants for a traffic signal. This is a "T" or 3 -way intersection of two secondary arterial highways which has an existing stop installation on all three legs. There is an elementary school on the north east corner of the intersection and a crossing guard is employed at the intersection during those hours when the children are going to and from school. This intersection has met the signal warrants for Minimum Vehicular Volume, Interruption of Continuous Traffic, Progressive Movement, Systems Warrant, and School Area Traffic Signals. There has not been a history of a large number of accidents within the intersection. The crossing guard has indicated that there is some problems with vehicles riot stopping or rolling through the stop. Observation indicated that this was occuring. The crossing guard has good control of the children. Traffic back-up of as much as 600 or 700 feet occured at times in both directions on Walnut Avenue. This is partly due to the children crossing and partly due to increasing traffic on Walnut and the fact that every vehicle has to stop. A signal is warranted at this location as indicated on the attached signal warrants sheets. The estimated cost for this signal installation would be $45,500.00. Recommendation:, It is recommended that the Tustin City Council at their meeting of October 6, 1980 authorize the installation of a traffic signal in the amount of $45,500.00 at the intersection of Walnut and Browning Avenues subject to the following condition: 1. City's spending limitations as imposed by Proposition No. 4. Dan Blankenship September 29, 1980 Signal Warrants This limitation may require the deletion of another Capital Project - during the 1980-81 fiscal year or this proposed signal project might be scheduled as a number one priority for fiscal year 1981-82.
