THAYER, CHIEF OF POLICE AWARD OF BID - POLICE MOTORCYCLES J The City of Tustin has participated in the bid process for the purchase of police motorcycles and related equipment with the City of Costa Mesa. Documentation of the City of Costa Mesa's bid process is on file in the City of Tustin's Finance Department. The process is basically explained on the attached memo from Captain Lowen- berg to the Acting Finance Director, dated September 29, 1980. RECOMMENDATION: Purchase of two (2) Kawasaki motorcycles from Champion Motorcycles, Incorporated, 1980 Harb0'r Blvd., Costa Mesa, CA 92627. Lowenberg Kawasaki Police Motorcycles, Purchase of Inter-Cora On or about July 30, 1980, I received information that the City of Costa Mesa was in the process of purchasing'five motorcycles for their traffic division. Upon contacting their traffic division commander, it was learned that they were interested in purchasing the Kawasaki Police 1000 motorcycles which are currently being used by approximately 95% of those Orange County law enforcement agencies deploying motorcycles for traffic enforcement. Tustin Police Department was interested in purchasing this particular make and model of motorcycle to supplemeat the Kawasaki Police motorcycles already in use by this department. We expressed our interest to Mr. Ray Johnson, purchasing agent for the City of Costa ~4e~a, and he included a statement in their bid item #462 indicating that the C±t~ of Tustin would like to participate in their bid process. Tha decision to approach this matter ~] the manner that I have explained was predicated on the roi!owing: 1) It would precluda the necessity of initiating our own bid process. It increased the potential for taking advantage of any trade discounts that may be applicable to quantity purchases. 3) The specifications for the motorcycles as prescribed by the City of Costa Mesa are identical to those required by this department.. Although we expressed our interest to be included in Costa Mesa's bid process, we conducted a cursory survey of Kawasaki motorcycle dealers located in the immediate vicinity in order to get some appreciation for the costs that would be involved. The City of Costa Mesa subsequently forwarded copies of responses by t'~o Kawasaki vendors to Costa Mesa's bid invitations (copies attached). After comparing prices, Champion Motorcycles, Incorporated, of Costa Mesa, was selected. This company submitted the lowest bid and the projected delivery date (30 days f~ date of order) will allow time for logistical considerati?.ns. ~ E.
