APPROVAL OF CHAMBER OF COMMERCE AGREEMENT
The attached draft agreement is the same as last year except it incorporates
the budgeting decisions of the City Council with regard to the Chamber of
Commerce for 1980-81. Paragraph 2 "B" identifies the fact that the City is
paying no part of the Chamber's operational expenses even though those ex-
penses cover the services in paragraph 1, "A" through "H". Paragraphs3 and
4 provide for the $7,000 in funds approved by the Council for specific
projects.
The attached draft has been reviewed and approved by the Chamber of Commerce
and City Attorney. It is therefore recommended that Council authorize the
Mayor and City Clerk to sign the agreement upon its final typing.

AGREEMENT
THIS AGREEMENT made and entered into this of ,
1980, by and between the CITY OF TUSTIN, CALIFORNIA, a municipal corporation
(hereinafter "City") and the TUSTIN CHAMBER OF COMMERCE, a non-profit cor-
poration (hereinafter "Chamber").
WI TNESSETH
WHEREAS, the City is desirous of promoting the advantages of locations
within the City of Tustin as a business, industrial and residential center,
disseminating information relative thereto, giving consideration to inquiries
and of having proper followup made from time to time relative to the various
activities within the City of Tustin and those proposed to be within residen-
tial, industrial and business areas within City; and
WHEREAS, the Chamber is a non-profit organization, organized for and
equipped to carry on certain of such activities on behalf of said City, and to
publicize and exploit'the advantages of locating within the City of Tustin; and
WHEREAS, the Chamber has an organized means for the conduct of a syste-
matic exPenditure of funds for such purposes so that the City may receive the
utmost benefit therefrom; and
WHEREAS, such activities are, and are recognized by law as being in the
public interest and serving a public purpose;
NOW, THEREFORE, in consideration of the premises and the covenants and
promises hereinafter set forth, the parties hereto do hereby agree as follows~
1. That subject to the provisions of Section 2 hereof, the
Chamber will and does hereby undertake to carry on pro-
motional activities on behalf of City and to render the
following specific services:

A. To maintain suitable quarters and employ competent
personnel to properly carry on the promotional acti-
vities herein enumerated.
B, To promptly answer all inquirie~ and correspondence
relative to the business, industrial and residential
advantages and opportunities in the City of Tustin and
to disseminate information as appropriate by correspon-
dence, television, radio, newspaper publicity and personal
contacts favorably advertising such advantages and oppor-
tunities.
C. To prepare articles and news stories, compile data, gather
and assemble news items, photographs, literature, scientific
and historical articles descriptive of the resources in the
City of Tustin, and to develop proper surveys relating to all
phases of community life whereby outside interests and indi-
viduals may be advised of the benefits of locating within the
City of Tustin.
D. To aid in the development and use of unoccupied and vacant
properties and redevelopment of substandard property.
E. To interview business and industrial executives with the view
of urging the establishment of their business activities in the
City of Tustin.
F. To study the needs of the community as to public improve-
ments of every character and to prepare data, attend confer- ~
ences, and by every proper method aid in securing such improve-
ment.
G. To assist City in surveying needs and communicating plans
for the E1Camino Real Redevelopment area.
H. To carry on such other duties as may bi required, to promote
business, industrial and residential development and welfare
within the City of Tustin.
I. To update and print a City of Tustin Street Map at no further
cost to City.

t~ays any sums of money to said Chamber as and for con-
sideration of the services rendered by Chamber to City as specified
in Section 1 hereof, all such payments, except as otherwise speci-
fied at the time any such payments are made, shall be subject to
the following conditions:
A. Chamber Shall on or before the twenty-fifth (25th) day of
January, and on or before the twenty-fifth (25th) day of
July, submit to City a report describing in detail its
activities for the period since its last report to City
and particularly setting forth in detail an itemization
of the services provided by Chamber as prescribed in sub-
paragraphs "A" through "I" hereof.
B. Provided that Chamber has rendered the services provided
herein, including filing of reports prescribed hereinabove,
City shall pay to Chamber the sum of No Dollars and No ~
Cents ($0.00) on the tenth (lOth) day of each month for the
period July l, 1980, through June 30, 1981.
3. That City agrees to provide up to $5,700.00 toward the
development, printing and distribution of a City of Tustin
Business and Professional Directory by Chamber for the pur-
pose of stimulating business and City's sales tax revenues.
Upon receiving satisfactory evidence that the Chamber has ac-
quired the copies and made appropriate plans and arrangements
for distribution, City shall pay to Chamber within twenty (20)
days the sum of'~5,700.00 or such lesser portion of such sum as
may be billed by the Chamber.
4. That City agrees to provide up to $1,300.00 toward the compi-
lation, maintenance, and monthly printing in the Tustin News
(or such other media as mutually agreed upon) of a Community
Calendar by Chamber. City shall pay Chamber $108.33 monthly on
or before the tenth (lOth) of each month for such service in said
month.
5. This agreement and the services prescribed herein are wholly
separate, distinct and apart from the agreement among City,
Chamber, and the Tustin Area Historical Society in reference to
the lease of 395 and 399 E1Camino Real, dated April 15, 1979.
IN WITNESS WHEREOF, the parties hereto have caused this instrument to
be executed by their.properly authorized officers on the date first above written.
