WICK, ASSISTANT CITY ENGINEER SUBJECT: AWARD OF BID F.Y. '80-'81 SLURRY SEAL PROGRAM Bids for the subject project were opened on September 5,1980 at ll:O0 A.M. and were received as ~ollows: CONTRACTOR BUSINESS LOCATION BID Ted R. Jenkins Long Beach, CA Roy Allan, Slurry Seal Inc. Laguna Niguel, CA $58,189.28 $65,298.61 The low bid is $77,637.27 below the Engineering estimate of $135,826.55 or 57% low. This is the first time that the City has put out to bid a project consisting of Slurry Seal only. On past Slurry Seal Projects the work was done in conjunction with paving work and we paid from $0.05 to $0.07 per square foot for Slurry Seal apparently because the General or Paving Contractor was adding an overhead factor to his subcontractors (The Slurry Seal Contractor's) bid. There is presently $142,000.00 budgeted for the F.Y. '80-'81 Slurry Seal Program. Since we were unsure of how the bids would come in, the specifi- cations were set up,to permit us to add work to the contract to utilize all of the budgeted funds. It is recommended that additional work be added to increase the contract amount to $115,000.00 with the remaining $27,000.00 being utilized to restore traffic stripping. This would be an increase of approximately 95% in contract work and should enable us to complete all of the streets in the City which need a Slurry Seal at this time. Please keep in mind that there are still streets remaining which have deteriorated past the point where a Slurry Seat will do any good. These streets either need complete reconstruction or a heater re-mix AC overlay treatment in the future. Attached for the City Council's information is a tabulation of all bids received. The low bidder specializes in Slurry Seal work and does much of the Slurry Seal for the County of Orange. September 5, 1980 Slurry Seal Bid Page 2 Recommendation: It is recommended that the City Council at their meeting of September 15, 1980 award the contract for the F.Y. '80-'81 Slurry Seal Program to Ted R. Jenkins and authorize staff to add additional work to the contract to increase the contract to an amount not to exceed $115,000.00.
