HomeMy WebLinkAboutRPT 5 JUVENILE PROBLEM 9-15-80DATE: SEPTEMBER 10, 1980 REPORTS NO. 5 9-15-80 Inter-Corn TO: MAYOR SALTARELLI, MEMBERS OF THE CITY COUNCIL AND CITY ADMINISTRATOR FROM: BLANKENSH I P C, R, THAYER, CHIEF OF POLICE SUBJECT: JUVENILE PROBLEM INVOLVING GEORGE SIMON THE SIMON RESIDENCE IS LOCATED AT 14712 HYANNIS PORT, TUSTIN ON THE NORTHWEST CORNER OF THE INTERSECTION OF SYCAMORE AVE. AND THE RAILROAD EASEMENT. THIS IS THE LOCATION OF A PEDESTRIAN/BICYCLE ACCESS INTO THE TUSTIN MEADOWS DEVELOPMENT FROM THE PEPPERTREE DEVELOPMENT AND IS USED BY MANY YOUTHS, MR, SIMON HAS BEEN DISTURBED BY THE NOISE CREATED WHEN THESE YOUTHS CONGREGATE AT THIS LOCATION, HE ADMITS THAT HIS TEMPERAMEHT HAS A "SHORT' FUSE" AND THAT THIS MAY HAVE LED TO AN ESCOLATION OF THE PROBLEM, HE HAS SHOUTED AT THE YOUNGSTERS TO DECREASE THE NOISE, THEY HAVE SHOUTED BACK; THEY THREW ROCKS INTO HIS YARD, HE THREW THEM BACK (IN FACT ON ONE OCCASION THROWING A LARGE DECORATIVE ROCK FROM HIS YARD INTO THE BIKE PATH - ONE LARGE ENOUGH THAT THE YOUTHS NOW DERIDE HIM AS "THE BOULDER MAN,"), ETC, MY DEPARTMENT HAS FREQUENTLY RESPONDED TO D1R, SIMON'S COMPLAINTS OF DISTURBANCES AND THESE HAVE BEEN HANDLED ON AN INDIVIDUAL BASIS. WE MUST EXPECT, HOWEVER, THAT CALLS FOR SERVICE WILL CONTINUE AS LONG AS YOUNGSTERS CONTINUE TO. USE THIS ACCESS TO THE MEADOWS, THE CLASH OF k,,,._ WILLS BETWEEN MR. THAYER, CHIEF OF POLICE SUBJECT: JUVENILE PROBLEM INVOLVING GEORGE SIMON PROPORTIONS. IN EFFECT, THE' "BAITING" OF MR. SIMON HAS BECOME ATTRACTIVE ENTERTAINMENT FOR LOCAL TEEN-AGERS. ON SEPTEMBER 5, 1980, SERGEANT FOSTER CONTACTED D1R. SIMON AND ASSURRED HIM OF ALL REASONABLE POLICE ATTENTION TO HIS PROBLEM. LT, CRANE, THE SWING SHIFT WATCH COMMANDER, HAS BEEN ASSIGNED TO PERSONALLY SEE TO IT THAT MR. SIMON'S PROBLEMS ARK PROPERLY HANDLED BY THIS DEPARTMENT. As WORK LOAD ALLOWS, EXTRA PATROL HAS BEEN (AND WILL CONTINUE TO BE) DIRECTED TOWARD THAT AREA. IIR. SIMON HAS EXPRESSED SATISFACTION WITH THIS RESPONSE LEVEL. HE HAS INDICATED THE INTENTION OF APPROACHING COUNCIL WITH A PROPOSAL TO BLOCK OFF THE PASSAGE,. WE FEEL THAT A TOTAL BLOCKAGE OF THE PASSAGE WOULD BE OVER-REACTIVE BUT WOULD SUPPORT SOME CORRECTION BY PUBLIC WORKS WHICH WOULD PREVENT THE ABUSE OF THE PASSAGE BY MOTORCYCLES AND MOPEDS, ' ~/~ POLICE C.~CHIEF OF ,,,. J DATE: September 9, 1980 inter- ¢ om TO: DAN BLANKENSHIP, CITY ADMINISTRATOR FROM: BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: PEDESTRIAN CROSSING - ALDER LANE AND SYCAMORE AVENUE STaff has received a copy of a letter sent by Mr. George Speicher to the City Council. (Copy attached.) It is my understanding that Mr. Speicher and his neighbor to the west,in Tustin Meadows Mr. George Simon will be at the Council meeting of September 15th to voice their concerns. Mr. Speicher's recommendation of relocating the gates would require the following: 1. New license agreement between the Railroad and the City. 2. Approval of the Public Utilities Commission. (P.U.C.) 3. Possible relocation of flashing light warning devices. It is doubtful as to whether it would eliminate the chances of a child riding directly into the intersection of Alder Lane and Sycamore Avenue. Perhaps some type of barrier within the sidewalk areas could be used, which would allow pedestrians to pass freely, but would restrict a continuous route for bicycles, mopeds or motorcycles on the sidewalk. This is an information report only at this time, but Council may desire to take some action after hearing the two residents. Stitcher 14711 Alder Lane Tustin, Ca. 92680 PEDESTRIAN CROSSING-Alder Lane & Syc~noro September 2, 1980 A little less than one year ago a pedestrian crossin~ ~s buil~ at Alder Lane and Sycamore with the primary objective of reducin~ walking distance to school for the children of Peppertree. S~nce thc crossing has been opened our home has experienced the following.: l) A dramatic increase in noise resulting from not only the increased pedestrian traffic but moped and notorcylce traffic as well. 2) Our home has been the victim of numerous acts of va-nda/~s~ such as .... a broken window, paint on the sidewalks, lawn areas, stolen sprinkler heads, the house has been by rocks ..... you na~e it and it has happened or probably will in the nea~ future. 3) Increased undesireable activity such as clrinking a.nd the use of dl~ugs resulting from the crossing becoDJng the centrag meeting point between Tustin ~.:esztows ~nd Peppertree. 4) On numerous occasions the chi!d_~en ridetheir bikes or down the' sidewalk adjacent our hone directly onto Al~.ler causing a number of near accidents...the law of aver~!~es soon catch up to someone. This would undoubtedly cause liabilty problem for the city. 5) We now have a beautiful view of two towering bri~lnt silver posts approximately twenty feet high ~.Ath a full cor. pllmen% of bells and lighting devices .... just what every residential neighborhood needs. These devices sre necesse, ry for sa~e~y, however, I feel that they could be m~e far less obtrusive with a work. Ideally I would like to see the crossing completly cloned. %'his would cause short term inconveniences for the children attending Thor~an J~ior High but would benefit aft1 parties long-term. Being a realist I ~aould propose the following: PERMANENTLY CLOSE THE TWO EXiSTI~{G GATES THAT A/rE HOME AND THAT OF MY ~EIGPIBOR IN TUSTIN ~,~AI~DWS ~ Pb~2 THE GATES IN THE MIDDLE OF ~HE FENCE NEXT TO TH~ EKERGENCY FIP~E ROAD. This modification would accomplish the following: ~) Get the traffic off of our sidewalk and reduce the noise we are experiencing. We.have a two-year-old and an i~f'ant that are constantly awakened by the noise. 2) Eliminate the chances of a child or adult from beth5 severly injured as a result of riding directly from the sidewalk into the Alder and Sycamore intersection. The change would a/low them to ride directly into the Cul De Sac which ~s free from tro~fic. -2- DIRECT COSTS TO CITY OF TUSTIN: I will do the work and supply whatever materials are necessary to do the job properly .... consequently the cost to the City of Tustin will be nil. I realize that the project was designed with specific objectives in mind and did not foresee the ramifications that I described earlier. You are all homeowners in the area and probably have a fadrly good idea of what we are experiencing. Your consideration and support in the matter would be sincerly appreciated.
