MATION COMMISSION FOR A MIJNICIPAL RECRGA~41Z;IION. /~
Council of the City of Tustin does hereby resolve as follows:
City Council finds and determines:
In 1971 the Local Agency For~afion Commission established a
Sphere of Influence for the cities of Tustin end Irvine pursuant
fo Section 54774, Government Code, and established a common
boundary between the cities of Irvine and Tust n that would follow
the alignment of a major arterial, and
Pursuant fo Section 54774.2, Government Code, t is desirable
FO revise and update the Sphere of Influence boundaries between
the cities of Tusfin and Irvine for the purpose of making more
precise the mutual boundaries and to enable a distinctive physical
ide~fity for each coff~lunify.
That the City Councils of Tusfin and Irvine have jointly agreed
to the alignment of their mutual boundaries along Myford Road
as realigned and extended, as shown by Exhibit A, attached hereto
and a part hereof.
That the requested reocganizafion proposes annexation fo the
city of Tusfin of the area northerly of the Santa Aha Freer, ay
shown as Area 1, Exhibit "A".
The area southerly of the Santa Ana Freeway and northerly of
the MCAS(H), as shown as Area 2, Exhibit "A" is proposed for de-
annexation from the city of Irvine and annexation fo the city
of Tustin.
The area southerly of the ATSF railroad and a portion of MCAS(H)
shown as Area 3¢ Exhibit "A" is proposed for deannexation from
the city of Tustin and annexation to the cily of ltv ne.
That the effected property owners have expressed the r agree-
ment with the proposed reorganization.
That the City of Tustin is the lead Agency purstJant to Section
15067 of the Guidelines for Implementation of ~he California
Environmental Qualify Act and the proposed actions have been
previously adequately addressed as certified by EIR 78-3, City
of Tusfin and General Plan Amendment No. 7, EIR, City of Irvine.
That said proposals are in conformance with the General Plans
of the cities of Tustin and Irvine.
City Council of Tustin hereby petitions the Local Agency Formation

Commission fo approve the municipal reorganization as herein proposed
and fo designate the City of Tustin as the conducting authority for
the annexation of unincorporated territory as described in the at-
tached Exhibit "A",
PASSED AND ADOPTED at a regular-meeting of the Tusfin City Council, held
on the 15th day of September, 1980.
