Status of Annexation Plans
The successful completion of Annexation No. 107 (Browning-Mitchell) and conclusion
of the joint County-Cities property tax negotiation (now awaiting the formal agree-
ment, hopefully on September 23, 1980) suggests we turn our attention to the next
steps.
At the City Council meeting on September 15, 1980, action is requested to commence
Annexation No. 109 (Redhill-Sycamore-island) and Annexation No. 121 (Irvine-Dean-
non island) as we have received petitions and/or support from the areas.
At the Council meeting of October 6, 1980, we expect to request authorization to
file the remaining islands: (a) Medford-Grovesite, and (b) Redhill-San Juan; but
leaving out the Pankey area between Laguna and San Juan east of Redhill, and the "B"
Street - Nisson area. The Pankey property was subject to a five year agreement to
not annex in exchange for annexlng'the commercial portion. The "B" Street area ex-
clusion is due to the strong opposition present in the area. A portion of the "B"
Street area located by "B" Street and the freeway is in the process of being annexed
by the owner. The Island Annexation procedure expires this December 31st.
Another annexation will be receiving priority treatment over the rest and that is
the annexation of the Irvine Company land to bring the City to the proposed revised
sphere of influence along the (old) Myford Road alignment as agreed upon by the City
of Irvine. This requires a series of parallel steps:
a. Obtain legal description from Irvine Company.
b. Develop agreement with Irvine City delaying development along Myford until it
is constructed (at least two lanes) to Chapman Avenue.
c. Develop agreement with Irvine Company regarding development rights.
d. City of Tustin General~Plan Amendment including area.
e. City of Tustin preLzoning of property.
f. Revision of Tustin/Irvine Sphere of Influence line.
g. Initiate annexation (and de-annexation for portion of MCAS (Helicopter)
easterly of Peters Canyon Wash.
Another annexation will follow the above efforts if the Irvine-Dean annexation is
successful. That will be the area south of Irvine between Dean and Browning which
will help to square off our boundaries. This action will be dependent upon finding
that there is sufficient interest and support in the area for annexation.
After pursuing the above annexations, the staff would like to see a slower pace
adopted with a general policy of requiring a strong evidence of support before ini-
tiating new annexations. This present effort is already placing a strain on efforts
to provide Council with schedules for capital improvements this year and on the time

available for redevelopment studies. Plans for 1980-81 Capital Improvements are sched-
uled prior to January 1, 1981 (except for the added RDA storm drains and other projects
previously noted) and plans for 1981-82 Capital Improvements will be developed prior
to June 30, 1981. This will require a tentative capital improvement program for 1981-
82 to be submitted to Council in December based on estimates of available revenues.
A tentative capital improvement program for 1982-83 will be needed by June, 1981 in
order to be fully on the cycle of developing plans a year before construction.
