HomeMy WebLinkAboutNB 3 ACTING APPT. 09-02-80DATE: August 26, 1980 NEW BL~INESS No. 3 9-2-80 Inter-Corn TO: FROH: SUBJECT: Mayor and City Council Roy Gonzales, Personnel Director Acting Appointment - Judi Ormsby RECOMMENDATION: That Judi Ormsby be appointed as an Acting Recreation Supervisor, with a 10% increase in salary, until such time as the Community Services Department reorganization is complete and full staffing levels reached and that such change be effective 5/19/80. DISCUSSION Royleen White, Community Services Director, has requested that Judi Ormsby be appointed to an acting position of Recreation Supervisor in accordance with Section 3.J. of the Personnel Rules and Regulations which states in part; "If it is necessary for an employee to work out of his class for a substantial period of time exceeding one month, request shall be made by the department for reclassification to a more appropriate class or to an acting appointment." There are no guidelines in the Personnel Rules and Regulations fo~ an acting appointment, but recent appointments have been made with a 10% salary increase. Ms. Ormsby began working out of class when the departure of both Sue Dillion and Tom Matoney (4/18/80) left her with the added responsibility of coordinating the contract classes and the parks and playground p~o- grams. As of 5/19/80, she had been working out of class for 30 days and was eligible for temporary reclassification. This action was not taken at that time for two reasons: Tom Maloney was to have been appointed to an Acting Recreation Specialist position, with the workload more evenly distributed, but left prior to a full reorganization (4/18/80). 2. The Acting Recreation Director was waiting for the new Community Services Director to start to make any staffing changes. Mayor and City Council August 26, 1980 Page Two With the confusion in the Department, at the time, this matter was overlooked until Royleen became aware of the Acting Appointment pro- visions. This action is being requested as an Acting Appointment rather than a temporary reclassification because Ms. Ormsby is not on an eligibility list or otherwise eligible to be hired as a Supervisor, and she is not fully assuming the duties expected of a Recreation Supervisor. This incident raises two problems which will be addressed by this Department. The lack of any established guidelines for an Acting Appointment and/or clear distinction between temporary/acting/emergency appoint- ments in the Rules and Regulations. The lack of full supervisor awareness of the policies regarding working out of class and concurrent lack of a system for identi- fying and dealing fairly with such employees.
