TUSTIN WATER WORKS ACQUISITION The Public Utilities Commission hearing is complete (in four and one-half days) and the Judge will probably submit his recommendation in two to four weeks. We , will not know the recommendation until a Commissioner has approved the report and placed it on the Commission's docket. It will be a horse race to see if we get the approval (of which I feel very confident) in October (before the $200,000 price increase) or in November (after the $200,000 price increase). 2. IRVINE RANCH WATER DISTRICT The Santiago Municipal Advisory Council's effort to petition for annexation of the Tustin Water Works area to IRWD appears to be moving very slowly. First, they must have a legal description of the area before LAFCO can even accept their petition. Second, IRWD appears to be maintaining a very neutral stance on the annexation which will place the burden on the S.M.A.C. to push the matter. No decision from LAFCO is likely until after the City should receive word from the P.U.C. because of normal processing time and the time for S.M.A.C. to provide a legal description (at a probable cost of $3,000 to $5,000). That expense and effort will all be for naught when the P.U.C. approves the City's purchase. The subject of the City's option to provide retail service to the IRWD areas with- in the City will require study which I hope Council will not request for several months as the staff needs time to complete other studies on long range staff needs; long and short range space needs; departmental goals and objectives; updating the five year operating budget; and pursuing the redevelopment agencies $2,000,000 undergrounding and street improvement project, and parking and land consolidation projects. 3. SPACE NEEDS The City has some tough office space problems on which a recommendation is needed. This is true with or without the Water system acquisition. The long range staff and space needs mentioned in item No. 2 above are the first step so that we can be as sure as possible that short range recommendations will fit into a long range plan. we will keep you posted on our progress. 4. AIR CONDITIONING The Air Conditioning Contract has hit some snags due to the temporary inavailability of certain parts so work is delayed. At least we will be assured of having the system working next summer. Matters of Council Interest Page Two 5. CIVIC CENTER PARKING LOT, ETC The contractor is really moving along on this one. The parking lot was demolished last week and the concrete work is being poured this week. We are encouraging the contractor to give first priority to getting the parking lot back in usable form and a lower priority on the walk and gates. 6. BILLBOARDS Don't look for the billboards (three) located at Newport AVenue and Main Street. .They are no longer there! The new property owner cancelled their lease in prepara- tion for developing the property. 7. PROPERTY TAX NEGOTIATION This has been discussed in a separate memorandum and the Board of Supervisors are considering the agreed upon formula at their September 2nd meeting. We may have to wait until the first of October to get the individual County resolution on our annexations because they still have to draft the final policy.
