At their meeting of July 21, 19~0, the Cilty Council of the City of Tustin passed and adopted Resolution No.. 80~.78 calling for a public hearing at 7;30 p. M. on August 18, 1980, in tha Council Chambers at 300 Centennial Way, Tust~n.. This public hearing is for the consideration of the meri. ts of establishing the'E1Camino Real Underground Utility District No. 5 located on E1 Cami. no Real between First Street and Newport Avenue, E1Camino Way between E1Cami. no Real and the. Santa Aha Freeway (_i-5), Main Street from 290' ± west to 1036 '~ ± east of E1Camino Real'and Newport Avenue between Bonita Street and the Santa Ana Freeway, and more particularly as shown on a map attached as Exhi'5it "~".. Staff has had consultations with the affected utility companies and we have had an electri, cal contractor prepare estimates of cost for each individual property owner for th~ undergrounding of the individual utility services. Based on these consultations, the following is an estimate of the total cost of the proposed Underground Utility District No. 5.. Estimated cost of undergrounding Edison Company and Telephone Company faciti[ties~.~i~- ...................... $984,000..00 Total estimated cost to individual property Owners~-$ 64~440~00 Ci. ty of Tustin estimated Admi~nistratvi'e Costs ....... ~$"20,000~00 TOTAL $1~--0-6~-~C~' This district is proposed as a Rule 20 B procedure, wherein the City provides all of the conduit and structures for each utility company at the City's expense and each utility provides the cabling to complete the overhead to underground conyersion.. The Tustin Community Redevelopment Agency presently has $984,000,00 ~udgeted during this fiscal year to complete Said work. This project would also include the installation of decorative street lighti, ng along both sides of E1Camino Real and portions of Main Street. The 'remainder of tSe di'strict would have the conventional Marbelite stree% lights installed, August lt, 1980 E1 Camino Real Underground Utility Dist. As each affected property owner will be required to provide the supporting struc- tures (conduit) on their property, the proposed district boundaries were set so as to involve the minimum number of property owners as possible, and still try to encompass the largest number of utility poles while stayin9 withi~ the budget allocation. property 1. The proposed district would involve 38 property owners. The costs to the owner would consist-of the following: . Provide for the supporting ~tructure, which~would consist 6f trenching, placing'of cdnduits for Edison a'nd Telephone lines. 2. Installation of pull box beneath the existing Edison Company meter box. 3. Placement of conduit on the side of the building from the Edison Company meter box up to the weatherhead.~ 4. Placement of a pull box adjacent to the weatherhead. An estimate of cost for the undergrounding of both Edison Company and/or the Telephone Company services to each property owner would vary from $300.00 to $5400.00. Attached as Exhibit "C" is a list of the individual property owners involved in the proposed district and the estimated cost for each based on the electrical contractors estimate. It is estimated that the U~dergrounding work would be scheduled as follows: Commence City contract for conduit and structures - October 1980 Completion of City contract December 1980 Utility companys commence cabling operation January 1981 Individual propertys ready to receive underground service. March 1981 At this time these dates are only tentative but they will be confirmed as each phase of the project progresses. BO~ LEDENDECKER DIRECTOR OF PUBLIC WORKS CITY ENGINEER Attachements; CC: City Clerk City Attorney BL;dph 1 2 3 RESOLUTION NO. 8o-89 A RESOLUTION 'OFTHE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ESTABLISHING EL CAMINO REAL UNDERGROUND UTILITY DISTRICT NO. 5 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 29 3O 31 32 The City Council of the City of Tustin, California, does hereby' resolve as follows: WHEREAS, by Resolution No. 80-78, a public hearing was called for August 18, 1980, at the hour of 7:30 P.M., in the Council Chambers, 300 Centennial Way, Tustin, California, to ascertain whether the public necessity, health, safety, or welfare requires th~ removal of poles, overhead wires and associated overhead structures and the underground installation of wires and facilities for supplying electric, communication or similar associated service within that area of the City of Tustin located on E1Camino Real between First Street and Newport Avenue, Main Street from 290' ~ west of E1 CaminO Real to 1036' ~ east of E1 Camino Real and"on N~rt A~e~ue'f~pm ~he'~Sa~ta Ana Freeway to Bonita Street, which area is more particularly described in Exhibit "A" attached hereto and as shown on a map marked Exhibit "B" attached~ 'hereto and incorporated herein by these.references; _ WHEREAS, notice of such hearing has been duly and regularly given to all affected~property owners .shown on the last equalized assessment roll, and to all utilities affected by this proposal, in the manner and for the time required by law and by Resolution 80-78? and WHEREAS, such hearing has been duly and regularly held, and all persons interested have been given an opportunity to be heard, NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Tustin hereby finds and determines thatthepublic necessity, health, safety and welfare require the removal of poles, overhead wires and associated structures, 1) to eliminate unusually heavy concentrations of overhead distribution facilities, 2) to clear streets used extensively by the general public, which carry a heavy volume of vehicula~ traffic, and 3) to clear streets which pass through a civic area, and the underground installation oF wires and facilities for supplying electric, communication or similar associated service in the Underground District described in Exhibit "A" attached hereto and as shown on a map marked Exhibit "B" attached hereto and made a part hereof by these references, and, pursuant to the provisions of Ordinance No. 411 of the City Of Tustin, such area is hereby established as E1 Camino Real Underground Utility District No. 5. RESOLVED, FURTHER, that the Council does hereby fix March 20, 1981,. as the date on which affected property owners must be ready to receive underground service, and does hereby order the removal of all poles, over- head wires and associated overhead structures and the underground installation of wires and facilities forsu~Rlyin'g~' electric, co~nunication or similar or associated service within E1 Camino Real Underground Utility District No~5 on or before May 31, 1~81. RESOLVED, FURTHER, thatthe City Clerk is hereby instructed to notify all affected utilities and all persons owning real property within E1Camino Real Underground Utility District No. 5 of the adoption of this resolution within ten (10) days after the date of such adoption, Said City Clerk shall further notify said property owners of the necessity that, if they or any persons occupying such property desire to continue to receive electric, communication or other similar or associated service, they or such occupant shall, by the date fixed in this Resolution, provide all necessary facility changes on their premises so as to receive such service from the lines of the supplying utility or utilities at a new location, subject to applicable rules, regulations and tariffs of the respective utility or utilities on file with the Public Utilities Commission of the State of California.
