At the direction of City Council, staff has looked at potential properties in
or adjacen, ,o the Old Town Tusti. n area with potential ,o eliminate unsightly
or dilapidated conditions, provide for development opportunity and/or the pro-
vidin9 of additional parking areas. The attached map indicates staff's esti-
mation of sites qualifying for consideration.
The map is not meant fo be all inclusive or that all such properties should be
selected. If is intended as a menu for Council consideration.
In selecting properties, it would be recommended that ,he following criteria
be used:
1. Property is vacant
2. Property is not owner occupied, absentee ownership
3. Property owner is desirous of ~selling
4. Acquisition and clearance will eliminate blight
5. Size is sufficient for development of new uses or fo provide parking
facilities fminiumum widths of 67 feet, 114 feet, 134 feet, efc. fo accom-
modate aisle width and parking space depth.
6. New development opportunities are on sites with good street exposure,
access and will have beneficial impact.
7. ~inimizafion or elimination of relocation of residents and "viable com-
mercial uses.".
If would be further recommended by staff that the following general principles
be pursued in any such acquisitions:
Vacant parcels should be left for direct acquisition and development by the
private sector except when in conjunction with elimination of adjacent
blight or where site is already removed from the development cycle (e.g.
P & I Zoning, Public and Institutional).
2. Property should not be removed from the fax rolls by on-going public owner-
ship, but rather resold for development after blight is removed.
3. Developer agreements should be prepared and executed prior to final acquisi-
tion in order fo ensure adequate increment fax increase, potential front
monies fo cover City acquisition, additional public parking, or other public
benefit.
4. Existing parking areas should be considered for possible acquisition of
air rights for future development of parking structures.

The excess school district site would be the only site considered for a
solely public parking facility with other sites fo include an aspect of
joint venture with .the development sector and adjacent property owners.
A program of blight elimination, providing development opportunities, and
increasing parking should be implemented in a way to recapture through the
sale of property and new fax increment the initial acquisition cost fo leave
other budget priorities (e.g. capital improvements! intact.

Acquisition may include long term leases, dedication of air space rights,
acquisition of a portion of development rights or such other vehicle as
may accomplish the purpose. '
If such a program is fo be pursued the appropriate implementing mechanism would
be the Redevelopment Agency and all future actions and c~i,i~unicafions would be
accomplished through that Agency.
RECONV~NDED ACTION
City Council direct the Redevelopment Agency commence a land acquisition pro-
gram to accomplish the joint purposes of eliminating blight, providing new de-
velopment potential and expanding parking under the criteria and principles as
embodied in this report or directed by City Council.
At the Council's option if may di~cf the Agency to look at specific parcels
or locations as priority. Staff would suggest consideration of fha excess school
district parcel, the screen company site on "C" Street, south of Main; the
southern portion of the block north of Second Street between Prospect and El
Camino Real;and the area of metal storage buildings on fha southwest corner of
Prospect and Third Street fo Main Street as possible candidates.
