Y. 80-81 SLURRY SEAL PROGRAM The project provides for slurry seal coating of a total of 60 streets at various locations as indicated on the attached location maps. The streets picked for slurry sealcoating at this time'are the results of a staff survey ~de in February 1980. This project will do approximately 70% of the streets which were determined by the February 1980 survey to need a slurry seal coat. There is presently $150,000.00 budgeted for this work. The Engineer's estimate for the project is $136,000.00. It is intended that the remaining $14,000.00 would be utilized to restore traffic stripping. Following is the timetable for the project: City Council Authorization to advertise for bids - August 18, 1980 1ST Legal advertisement 2ND Legal advertisement Open bids Award bids Commence Construction Complete Construction The attached resolution is for the City Council' August 2l, 1980 August 28, 1980 September 5, 1980 September 15, 1980 September 29, 1980 October 31, 1980 s approval of plans and specifications for the Fiscal Year 1980 - 81 Slurry Seal Program and directing the City Clerk to advertise for bids. Recommendation: It is recommended that the Tustin City Council at their meeting of August 18, 1980 pass and adopt the attached Resolution approving Plans and Specifications for the Fiscal Year 1980- 81 Slurry Seal Program and directing the City Clerk to advertise for bids. WHEREAS, it is the intention of the City Council of the City of Tustin, California to construct certain street maintenance improvements and appurten- ant work designated as Fiscal Year i980-81 Slurry Seal Program; WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for the construction of the City of Tustin Fiscal Year 1980-81 Slurry Seal BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for'%he.receip~ O¥~]seale~]bids or proposals for the doing of work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the following words and figures, to-wit: '~NOTICE TO CONTRACTORS" SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, Centennial at Main Street, Tustin, California, until ll:O0 AM on the 5th day of September, 1980, at which time they will be publicly opened and read, for performing work as follows: Construction of City of Tustin Fiscal Year 1980-81 Slurry Seal Program. Each 66 DESCRIPTION Slurry SealcDat Protect Manhole Covers Protect Water Valve Covers The foregoing quanties are approximate only, being given as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond there- with, but reserves the right to increase or decrease the amount of any class or portion of the work, or to omit portions of the work as may be deemed necessary or advisable by the Engineer. The City of Tustin has budgeted a fixed amount for the work encompassed by these plans and specifications. In the event that the low bid exceeds or is less than the budgeted amount, the City reserves the right to delete or add work to the contract as necessary to stay within the budgeted amount. The provisions of Section 4-103B of the Standard Specifications (increased or decreased quantities) shall not apply to this contract. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of $2.50 per set which amount shall be non-refundable. 1 p. 4 5 6 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 29 3O 31 32 Plans and specifications will only be mailed out upon payment of $5.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by one of the following forms of bidder's security: a. Cash. b. Cashier's check made payable to the City of Tustin. c. Certified check made payable to the City of Tustin. d. A bid shall not be considered unless one of the '- forms of bidder's security is enclosed therewith. A Surety Bond for payment of labor and materials will be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contr&ct price in the form attached to the contract doc- uments. Said bonds shall be issued by a Surety Company rated grade A or better and class IX or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or waive any informalit.y on a bid. No bidder may withdraw his bid for a period of thirty (30)days after the date set for the opening thereof. The contract will be awarded to the lowest qualified bidder. Provisions of the State Contract Act are not applicable, and prospective bidder's will not be required to be prequalified. All work to be done under the direct supervision of the City Engineer, City of Tustin. All work to be paid for at the unit prices bid from appropriated monies. Said City of Tustin, pursuant to the Labor Code of the State of California, has ascertained and determined that the general prevailing rate of hourly and per diem wages in the locality in which the said work herein described is to be performed, for each craft or type of workman or mechanic needed to execute the contract and also the general prevailing rate for legal holidays, and overtime work for each craft or type of workman or mechanic, to be as indicated in Resolution 77-52 as previously published in a newspaper of general circulation, and on file in the office of the City Clerk. Employer payments other than those itemized therein, as defined in Section 1773.1 of the Labor Code, are to be paid in accordance with the terms of the collective bargaining agreement applicable to the type or classification of the workman or mechanics employed on the project. 1 4 6 8 10 11 lZ 15 14 15 16 17 18 19 20 21 22 2~ 24 25 26 '27 28 29 5O 51 52 Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research.
