SUMMARY OF PROJECTS
The following is a list of projects and activities for your information since the previous
report on March 3, 2003. The list focuses on the status of projects that the Planning
Commissien, Zoning Administrator, or Community Development Director approved,
major improvement projects, and other items of interest.
Zonin.q Administrator Actions
Zorling Administrator Action 03-003 (3002 Dow Avenue, Suite 138): A request
for iauthorization to establish a furniture sales warehouse within an existing
building in the Dow Business Center was approved on June 16, 2003.
Zoning Administrator Action 03-004 (13816 Red Hill Avenue): A request for
authorization to obtain a license for the on-site sale and consumption of beer and
wine (ABC License Type "41") in an existing restaurant was approved on August
11, 2003.
Zoning Administrator Action 03-005 (535 E. Main Street): A request for
authorization to obtain a license for the on-site sale and consumption of beer,
win~, and distilled spirits (ABC License Type "47") in conjunction with an existing
restaurant located in a 2,560 square foot tenant space with 59 seats was
approved on August 11,2003.
Major Pr~iects in Plan Check
McCharles House Expansion (335 S. C Street): Building plans to construct a 500
square foot addition to the south side of the existing restaurant to accommodate
eight (8) additional seats and a 520 square foot detached retail building at the rear of
the property are in plan check.
Farmer Boys Restaurant (171 E. First Street): Building plans to construct the
2,900 square foot fast food restaurant with an outdoor dining area are in plan check.

Grading permits were issued on October 9, 2003, and grading is underway;
construction is expected to begin as soon as the grading is complete.
New Industrial Building (1111 Bell Avenue): Building Plans to construct a new
111,,920 square foot warehouse and manufacturing building with administrative
offices on the vacant 6.1-acre parcel were submitted into plan check on August 25,
2003.
John Laing Homes, Planning Area 20 (Harvard Avenue and Edinger Avenue):
Bui!ding plans for the paired homes, detached cluster homes, and row town
homes were submitted into plan check on July 2, 2003. Grading permits have
bean issued.
John Laing Homes, Planning Area 21 (Harvard Avenue and Edinger Avenue):
Grading and construction plans for the 189-unit development were submitted into
plan check on October 15, 2003.
Armstrong Nursery (505 El Camino Real): Building plans to construct a new 6,400
square foot retail building with 13,355 square feet of trellis for an outdoor garden
center were submitted on September 8, 2003; grading plans were submitted on
August 21, 2003. A formal groundbreaking ceremony is tentatively scheduled for
November 3, 2003.
PaCific Business Center (15151 Woodlawn Avenue): Building plans for the eleven
(11) building industrial business park were submitted into plan check on July 25,
2003; grading plans were submitted into plan check on August 4, 2003.
Barn Site Redevelopment (1621 Edinger Avenue): Building plans to redevelop
an existing restaurant site with construction of a new retail center and a self-storage
facility were submitted into plan check on July 31, 2003; grading plans were
submitted on September 10, 2003.
24-Hour Veterinary Clinic (3021 Edinger Avenue): Building plans to construct
interior and exterior tenant improvements for a veterinary clinic, including a new
2,423 square foot second floor addition, were submitted into plan check on July 28,
2003.
Major Prqjects Under Construction
Dodge Auto Dealership (40 Autocenter Drive): Construction of a three (3)-level
parking structure and 4,200 square-foot parts warehouse addition are well
underway.
cingular Sports Park Cellular Facility (12850 Robinson Drive): Building
permits for new three (3) new wireless antennas on an existing light standard
were issued on July 1, 2003; construction is underway.

AT&T Sports Park Cellular Facility (12850 Robinson Drive): Building permits
for two (2) new wireless antennas on an existing light standard were issued on
October 21, 2003; construction is ready to begin.
CirCle K Remodel (14092 Red Hill Avenue): Building permits to remodel the
existing retail building were issued on September 5, 2003; construction is ready to
begin.
Starbuck's Center Freeway Sign (1450 El Camino Real): Construction of the
freeway sign is near completion.
Retail Building Expansion (1218 Irvine Boulevard): Buildings permits adding
6,940 square feet of retail and office area, adjacent to the Michaels Arts & Craft
Store in the Tustin Heights Shopping Center, were issued on October 3, 2003,
and construction is underway.
NeW Single Family Residence (170 N. Mountain View): Construction of the new
single-family residence is underway.
New Single Family Residence (1621 Bryan Avenue): Building permits for a new
single-family residence were issued on July 25, 2003, and construction is
underway.
Caf Clinic (3069 Edinger Avenue): Building permits to construct interior
improvements for a new 5,100 square foot veterinary clinic for cats were issued
on October 13, 2002; construction is underway.
Village of Hope (MCAS Tustin at LansdowneNalencia): Building permits were
issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686
Landsdowne. Grading has been completed, and construction is underway.
ReStaurant and Bakery Expansion (14141 Red Hill Avenue): Tenant
implrovements to expand the existing restaurant and bakery into the adjoining tenant
space are under construction.
NeXtel Wireless (1452 Edinger Avenue): Construction of a roof-mounted wireless
faci!ity is complete pending submittal of post-installation Certification.
Recently ~ompleted Proiects
Collumbus Park and School Renovations (17522 Beneta Way): Building plans
for renovations to the sports fields, snack shop building, field lighting, and
res'~rooms. The renovations being done with a joint agreement between the City
of Tustin and the Tustin Unified School District were completed on May 8, 2003.

Steelcase, Inc. Demolition and Rehabilitation (1123 Warner Avenue):
Demolition of 508,674 square feet of existing warehouse area and rehabilitation of
the 'remaining 469,903 square feet of warehouse area to be used as a warehouse
with accessory offices and a showroom for Bedrosian Tile, a tile manufacturer and
distributor, received a Temporary Certificate of Use and Occupancy on October 21,
2003.
Ethan Allen Retail Building (2996 El Camino Real): The Certificate of Use and
Ocqupancy for the new 15,370 square foot showroom was issued on May 15,
2003.
Offilce Conversion (690 W. 1st Street): Conversion of an existing 1,572 square
foot residence to general office use, including associated site improvements were
completed on August 27, 2003.
Dr. Helm's Medical Office and Service Retail Building (215 El Camino Real): A
Certificate of Occupancy for the new medical office and retail building was issued
on March 6, 2003.
Yesterday Auto Gallery (300 El Camino Real): Tenant improvements have been
completed for the antique and classic car gallery in Old Town Tustin.
Albertson's Store (13270 Newport Avenue): A Temporary Certificate of Use and
Occ~upancy was issued on June 19, 2003, for the new 50,000 square foot
supermarket.
Coin-Operated Carwash (101 N. Tustin Avenue): Construction of the coin-
operated carwash was completed on April 10, 2003.
Heritage Place Senior Housing (1101 Sycamore): Construction of the 54-unit
affordable senior housing project is completed and received a building final on
June 27, 2003.
Ralphs Shopping Center (14551 Red Hill Avenue): The shopping center fa(;ade
renovation was completed on March 25, 2003.
HK Market and Food Court (14551 Red Hill Avenue): Interior improvements for
the new market, food court, and retail tenants were completed on September 4,
2003.
Cingular Wireless (14662 Newport Avenue): Construction of a roof-mounted
wireless facility is complete.
Gas Station Demolition (13052 Newport Avenue): Demolition of the Chevron Gas
Station at the intersection of Newport Avenue and Irvine Boulevard was completed
on April 10, 2003.

Roadway ,Improvements
The Irvine Boulevard Storm Drain Project (Between Holt Avenue and Newport
Avenue): The project construction is 60% complete and is expected to be
completed by the end of November 2003.
Pioneer Road Park (Pioneer Road): Construction of the park is progressing well
and, is on schedule to be completed by the end of November 2003.
Traffic Signal Battery Backup Systems (Citywide): The construction of traffic
signal battery backup systems will be installed at seventeen locations in the City
beglnning in November 2003 and scheduled to be completed by the end of
DeCember 2003. The project is funded by a grant from the California Energy
Commission and Gas Tax.
Red Hill Avenue Widening Project (Between Nisson Road and El Camino
Real): The road widening project is anticipated to start in mid-November 2003
andi be completed by the end of March 2004.
Miscellaneous
The City of Tustin Water Reservoir Project (235 E. Main Street): Construction
of the water reservoir, pumping plant, chlorinating building, wellhouse, parking lot,
water feature, and landscaping was completed in August 2003.
