JAMBOREE ROAD (FUTURE RIGHT OF WAY)
A petition has been received (copy attached) from several homeowners
in the Peppertree Home area regarding the future Jamboree Road Right -
of -Way. The petitioners request is to eliminate public access to this
parcel of land so as to eliminate its use by dune buggies, dirt bikes
and other vehicles. These unacceptable uses create both a great amount
of noise and dust to the neighborhood.
A review of this area indicates that a full time police patrol of this
area would be both impractical and inefficient with the present man
power staffing and patrol vehicles available to the police department.
As an alternate to a full time patrol, fencing of a portion of the parcel
was studied. The staff recommendation is shown on the attached drawing
and as follows:
1. Install 6' hiah chain link fence across southerly end of
right-of-way to connect to existing walls or fences.

2 Install 6' high chain link fence across the Walnut Ave.
frontage of the Jamboree parcel and along the easterly
right-of-way line of same adjacent to the undeveloped
commercial parcel and extending southerly an additional
150 ft. A gate for controlled access is to be provided
at Walnut Ave. 885 Lin. ft. at $7.00 /Lin. ft. =$6195.00.
Initially fencing is not recommended across the property lines of the
two developed industrial properties, because direct access is not as
available to the unwanted users. It may be necessary to continue this
fencing across those parcels in the future if an access problem still
prevails. This fencing will not eliminate 100% of the access but it
will be effective to the majority of unwanted users. Periodically this
fencing will require repair due to vandalism, but once the initial
investment is made any repair cost should be minimal. It is also proposed
to install signing attached to the fence indicating "No Trespassing."
An inquiry of the Irvine Company revealed that their commercial parcel
would probably not develop any sooner than April or May of 1981 and
this date may even be delayed depending upon the ecomony of this area.

Any fencing that would require removal due to this development could
be salvaged and reused at other locations.
The installation of this fencing could initiate a request to provide
the same type of fencing on the northerly side of Walnut Avenue adjacent
to the Laurelwood Homes. If this area was to be considered an estimated
cost would be $5250.00.
Recommendation:
It is recommended that the Tustin City Council at their meeting of August
49 1980 authorize the installation of a 6' chain link fencing adjacent
to future Jamboree Road right-of-way in the amount of $8,000,00 and
authorize funding in that amount to be included within the budget subject
to the spending limitations of Proposition 4 (Gann Initative) or the
elimination of a portion of some other project or operation cost equal
to $8,000.00.

Dear mr. Ledendecker:
We would appreciate your help in determining any action your office
can take to eliminate access to a strip of undeveloped land which is
tentatively scheduled to be an extension of Jamboree Boulevard and
lies between Walnut and Edinger and between Raintree Road and Franklin
Avenue. It appears that this land is becoming a race track for dirt
bikes, dune buggies and VM's and the dust created by this activity
-- is becoming unbearable.
The property owners who have signed the attached petition would
appreciate any cooperation and action your office could provide to
assist in alleviating this problem.

SUBJECT: REQUEST TO FILL PERSONNEL VACANCY
Effective May 29, 1980, Jeff Holum has terminated his employment with the City as
a Tree Trimmer. Mr. Holum's termination is based upon his failure to pass the
probationary period in a satisfactory manner as outlined in the Personnel Rules
and Regulations of the City of Tustin.
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of June 16, 1980,
authorize the filling of the Tree Trimmer position within the Maintenance Depart-
ment.
