TUSTIN VILLAGE WAY SIGNING
In response to Council's request, the Engineering Staff has reviewed the concerns
of Mr. and Mrs. Scherer regarding the Tustin Village Way traffic. Each of the
items will be discussed on an individual basis as follows:
Excessive Speeds
This is primarily an enforcement problem which is almost impossible to enforce
on a routine basis. We have many streets both residential and arterial through-
out the City which require continuous traffic enforcement, but with the present
level of staffing, it is impossible to adequately patrol all these streets.
Officer Johnson was correct in his report, that Tustin Village Way is an auto-
matic 25 MPH even without signs being posted, due to the residential nature of
of street. 25 MPH spped limit signs could certainly be posted, but I doubt as
to how effective they would be with all of the on-street parking that exists.
Mr. and Mrs, Scherer's letter indicated the possibility of a 15 MPH speed limit.
This would be extremely impractical from an enforcement viewpoint and Staff does
not recommend this speed'limit.
Noise from Mufflers
Section 27150a of the California Vehicle Code (CtV.C.) was cited. This section
states: "Every motor vehicle subject to registration shall at all times be
equipped with an adequate muffler in constant operation and properly maintained
to prevent any excessive or unusual noise and no muffler or exhaust system shall
be equipped with a cutout, bypass or similar devise." Noise levels are governed
by Section 23130 for speeds over and under 35 MPH. Enforcement of this CVC
Section again would be extremely difficult with the City's existing manpower
constraints.
Skateboards
Our Traffic Code does not prohibit skateboards on sidewalks.

Red Curb Parking Violations and Driveway Obstructions
The red curb violations are strictly an enforcement responsibility. Again, en-
forcement in this area is strictly dependent upon the manpower availability.
Any individual problem areas with poor visibility can be handled on an indivi-
dual basis, rather than creating.massive areas of on-street prohibition.
Freeway Off-ramp Directional Signing
As vehicles exit the McFadden Avenue off-ramp of the Costa Mesa (Newport) Free-
way, there is a directional sign indicating "McFadden Avenue" with a directional
arrow. Any additional signing at this point indicating that Tustin Village Way
is a deadend would be inappropriate, because Tustin Village Way does not deadend

until a point northerly of Alliance Avenue. A sign of this type would mis-
direct people attempting to find Alliance Avenue or even Williams Street.
About three months ago, two maximum sized warning signs reading "Not A Through
Street" were installed at the northwesterly corner and easterly side of the
Tustin Village Way and Alliance Avenue intersection. These signs are highly
visible and allow sufficient warning for a vehicle to turn at Alliance Avenue.
The McFadden Avenue directional sign should possibly be replaced due to its
loss of reflectivity over the past 17 years.
RECOMMENDATION:
It is recommended that the Tustin City Council at their meeting of July 21,
1980, authorize the following signing improvements:
1. Install 25 MPH Signs for both directions of travel on Tustin
Village Way between the freeway ramps and Alliance Avenue.
2. Replace the "McFadden Avenue" directional sign westerly of
the freeway ramps.
