CIVIC CENTER SITE IMPROVEMENTS FILE #452
On June 16, 1980, the City Council awarded a contract to Porter Construction
Company for the Civic Center Site Improvements. This contract more specifically
included a 6'-8" masonry block wall along the northerly property line of the
Civic Center site.
Mr. Fred A. DeIorio, owner and manager of the Town Center Apartments, 190
Centennial Way, has expressed his concerns with the original 6'-8" masonry block
wall as originally proposed by staff. As an alternative, Mr. DeIorio has submitted
a plan for a 5'-0" high masonry block wall with setback areas for landscaping as
shown in the attached drawing, labeled "A."
Mr. DeIorio's proposal of a 5'-0" high wall would be in direct conflict with our
present City development standards that requires a 6'-8" high wall. In addition,
Mr. DeIorio's proposal would increase the cost per lineal foot with the staggered
effect which creates planter areas.
Staff has designed another alternative which provides planter areas at approxi-
mately 56 feet on centers and a curb and walk area adjacent to the wall. It was
originally staff's intent to construct the curb and sidewalk area, but this was
deleted due to the project budget amount already being exceeded. The open areas
in the block wall would be partially enclosed by a double slat redwood fence, as
shown in the typical wall opening detail in the attached drawing label proposed
CCO #1.
Staff has also solicited an extra work cost from Porter Construction to perform
this work, which consists of the following:
Curb and sidewalk adjacent to wall .......... $4,853.00
Removal and disposal of existing fence posts ..... 320.00
Four openings in wall including fencing ....... 1,O00.O0
$6,173.00

An attempt was made to contact Mr. DeIorio, so that he could review the latest
staff proposal providing four planter areas, curb and sidewalk area. Mr. DeIorio
was out of town, but his wife was able to review the proposed revision and indi-
cated that Mr. DeIorio would probably still be opposed to it.
Staff is seeking direction from the City Council as to what their desires would
be with respect to the block wall. It appears that there are three alternatives
to the situation as follows:

Retain the 6'-8" wall as originally planned at no additional cost to
the City.
Revise the 6'-8" wall to provide four planter areas, curb and sidewalk
adjacent to the wall. This will be an additional contract cost of
$6,173.00 to the City.
Delete the wall along the entire northerly property line from the con-
tract and utilize the wire fence as it exists.
It is staff's feeling that Mr. DeIorio's plan is not acceptable because of the
following reasons:
It violates the present standards of the City and would create a "double
standard" for private and public developments.
It reduces the security to the Civic Center site and, more specifically,
the Pqlice Department parking lot area.
3. Added costs due to the staggering of the wall.
It is requested that the City Council direct staff as to which alternative they desire
so that the implementation of this contract can be started at the earliest practical
date.
