HomeMy WebLinkAboutPH 1 STOP SIGN REMOVL 07-08-80DATE: JULY l, 1980 PUBLIC HEARING No. 1 7/8/80 Inter-Corn TO: FROM: SUBJECT: DAN BLANKENSHIP, CITY ADMINISTRATOR BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY-ENGINEER STOP SIGN REMOVAL - FIRST STREET BETWEEN NEWPORT AND RED HILL AVENUES At their June 2, 1980 meeting, the 'City Council discussed the possibilities of removing either one or both of the stop signs along First Street between Newport and Red Hill Avenues. It was determined that a questionnaire should be sent to all of the residents that would directly feed to First Street, between Newport and Red Hill Avenues and Mauna Loa Road and Bryan Avenue. Two hundred fifty- five (255) questionnaires were sent to residents as shown on the attached map. The following is a tabulation of the reponses to the questionnaire: In favor of stop sign removal at First Street and Chartoma Drive .................................. 15 (8%) !n favor of stop sign removal at First Street and White Sands Drive ............................... 18 (9.6%) ~n favor of stop sign removals at both intersections ....................................... 41 (21.8%) Against the removal of either stop sign ................... - ............................ 114 (60.6%) TOTAL RESPONSES RECEIVED 188 Three of the questionnaires were returned undeliverable because of vacant residences for a total response of 188 out of a possible 252 or 74.6% of the total. In addition to the responses, several comments were received and are recapped as follows: COMMENTS MADE BY RESIDENTS IN FAVOR OF STOP SIGN REMOVAL ON FIRST @ CHARLOMA: 1. Too many school children cross First Street at White Sands and currently there is no crossing guard on First Street at all, either at White Sands or at Red Hill. For the children's safety, the stop sign at White Sands should be retained. COMMENTS MADE BE RESIDENTS IN FAVOR OF STOP SIGN REMOVAL ON FIRST @ WHITE SANDS: 1. Removal of the sign at Charloma would result in dangerous speeding on First Street between there and Newport Avenue. Many drivers already exceed the speed limit greatly. COMMENTS MADE BY RESIDENTS IN FAVOR OF STOP SIGN REMOVALS AT BOTH INTERSECTIONS: 1. These have been an energy wasting and unnecessary nuisance too long. 2. Most motorists ignore signs, since the Police do not enforce it. DAN BLANKENSHIP CITY ADMINISTRATOR July l, 1980 Page 2 The two locations, Charloma Drive and White Sands Drive, end at First Street and both are cul-de-sac streets with low traffic intensity. Stopping at these corners has been a waste of fuel and a cause of daily aggravation. COMMENTS MADE BY RESIDENTS IN FAVOR OF NO REMOVAL OF EITHER STOP SIGN: 1. If it weren't for the stop signs, it would be almost impossible to get out of the driveway at certain times of the day. 2. The street would be a veritable race track without the signs. 3. I personally have seen cars traveling this stretch of road at an estimated 70 m.p.h, before the signs were put in. To remove them would invite the speeders back, 4. I live at one of the signs and feel that the disadvantage of having a throughway is worse than noise from stopping cars. 5. The volume of traffic has been reduced because of the stop signs. 6. These signs are needed even if people don't always stop. 7. The removal of the stop signs would seriously endanger the children. 8. My children will be in real jeopardy. ATERNATIVE ACTIONS: There appears to be four alternative actions available to the City Council as previously indicated: 1. Remove the stop signs on First Street at Charloma Drive. 2. Remove the stop signs on First Street at White Sands Drive. 3. Remove the stop signs at both the intersections of £harloma Drive and White Sands Drive. 4. No action on stop sign removal on First Street at the subject intersections. BOB LEDENDECKER Director of Public Works/ City Engineer BL:rve Attachment June 5, 1980 Resident Dear Resident: The Tustin City Council has scheduled a public hearing to discuss the possible removal of the stop signs on First Street at either both or one of the fol- lowing intersections: Charloma Drive at First Street White Sands Drive at First Street Prior to this hearing, the City Council has requested that Staff send a questionnaire to the affected residents to determine as to whether they would be in agreement with the removal of either one or both sets of stop signs. Please complete the attached questionnaire and return it to the Tustin Engineering Department in the self-addressed, stamped envelope by Monday, June 23, 1980. Your response is important in providing information re- garding this matter to the City Council and therefore cannot be received any later than this date. The public hearing has been scheduled for July 8, 1980 at 7:30 p.m. in the Tustin City Council Chambers, located at 300 Centennial Way. Your attendance is welcomed at this meeting to express your concerns either for or against the proposed stop sign removals. If there are any questions you may have regarding this matter, please call the Engineering Department at 544-8890. Background On August 15, 1972, stop signs were installed on First Street at the intersections of CharlomJ Drive and White Sands Drive. Staff was unable to find any reports or requests which initiated the initial installation of these sto~ signs. In July, 1974, a formal request was sent to the County of Orange to remove First Street between Red Hill and Newport Avenues from the County of Orange Master Plan of Arterial Highways. This street had been previously remo'yed from the City .Master Plan of Arterial Highways in September of 1972. In January, 1974, the City Council discussed the removal of the stop signs on First Street at both Charloma and White Sands Drives. The Council minutes o~ that meeting indicated that there were a large number of letters received from residents in the area in opposition to the stop sign removal. Council action at this m~eting was that no action be taken regarding the stop sign removal and that a weight limi- tation (6,000 pounds) be placed on First Street between Red Hill and Newport Avenues. Alternative Actions There appears to be four alternative actions available to the City Council as follows: 1. 2, Remove stop signs on First Street at Charloma Drive. Remove stop signs on First Street at White Sands Drive. (This is probably the most desireable option between 1 and 2). Remove stop signs at both the intersections of Charloma Drive and White Sands Drive. No action on stop sign removal on First Street at the subject in- tersections.
