HomeMy WebLinkAboutPH 4 RIGHT TURN MVMNT 6-16-80PUBLIC HEARING No. 4 6-16-80 DATE: JUNE 10, 1980 #Ih�wleI n t e r C Otl1 TO: DAN BLANKENSHIP, CITY ADMINISTRATOR FROM: NORMAN HOWER, TRAFFIC ENGINEER SUBJECT: RIGHT TURN MOVEMENT - RED HILL AVENUE AND BRYAN AVENUE The intersection of Red Hill Avenue and Bryan Avenue was observed continuously for the period of 7:00 a.m. to 6:00 p.m. on Thursday, June 5, 1980, to determine the occurrence of pedestrians and right turn vehicle conflicts. Vehicles turning right, bicycles and pedestrians were counted during this time. During the eleven hours of observation, a total of 1,858 vehicles turned right, with 637 or 34.3% of these turning against the red light. There were a total of 156 pedestrians crossing during this period. Also, 264 bicycles were ridden through the intersection and 3 were walked across in the crosswalks as pedestrians. The pedestrian traffic in the intersection was predominantly adults or high school age students, with approximately 10 children of elementary school age or younger crossing. Bicycle traffic followed the same pattern. A number of bicyclists, in- cluding adults, were observed crossing on the wrong side of the street, riding in the crosswalks and crossing againstthe red light. A few pedestrians were also ob- served crossing against the red light.. Only 3 bicyclists were observed walking their bicycles across the intersection and two of these were small children. Only one conflict was seen when a vehicle was turning right against the red light and that occurred when two boys of high school age, one on a skate board and one on a bicycle, rode across the south leg of Red Hill on their vehicles in the cross- walk and against the red light. There were several conflicts observed with vehicles turning right on the green and the pedestrian also crossing on the green. Overall, pedestrian traffic was very light in the intersection, with a total of 22 crossing in the south crosswalk, 38 in the north crosswalk, 39 in the east crosswalk and 57 in the west crosswalk. There appeared to be very little pedestrian traffic oriented towards the park on the southwest corner. The Parks and Recreation Department has indicated that there willonly be one day of organized activity in the park for the summer and that will be "Atlantis Splash Day" on July 29, 1980. Historically, traffic volumes on all legs have shown only moderate increases with the exception of Bryan west of Red Hill, as shown in the following table of volumes for 1973 and 1979: STREET 1973 1979 Red Hill N/0 Bryan 12,750 159150 Red Hill S/O Bryan 16,050 17,750 Bryan E/0 Red Hill 5,150 6,050 Bryan W/O Red Hill 5,300 7,900 DAN BLANKENSHIP June 10, 1980 Page 2 These are the average of counts taken throughout the year and are 24 hour, 2 direction machine counts. _ Accidents are shown in the attached collision diagrams of accidents from January 1, 1977, to May 31, 1980. During this period, one pedestrian crossing in a crosswalk on a green light was struck by a vehicle turning right on the green light. The predomi- nant accident in the intersection is the left turn -through accident with the north- bound left turn movement causing the majority of these. Visibility at the intersection is good and pedestrian volumes are low. There were no pedestrian -vehicle conflicts observed during the eleven hours the intersection was under observation that would have been prevented by a right turn on red prohibition. It does not appear that conditions at this intersection warrant a right turn on red prohibition. RECOMMENDED ACTION: Pleasure of the City Council. June 2, 1980 Councilmembers: I would like to express my deep concern about your recent approval of the removal of the "NO RIGHT TURN ON RED" signs on the corner of Red Hill & Bryan. It is dis- turbing to me that a traffic control policy can be arbitrarily changed without an in-depth survey indicating that the sign is no longer needed. In reviewing the report from the Engineering Department, I feel that the problems that exist at this corner have been minimized. The following points should have been taken into consideration: 1) There is no mention of a CITY PARK on the southwest corner of the intersection, which poses entirely different problems from those of an average intersection. Special consideration should be taken to insure safe crosswalks for citizens using this park, a majority of which are children. With summer vacation starting in a few weeks and the Parks & Recreation Department running summer programs, there will be a tremendous increase in the number children..using this intersection. 2) With the closing of two schools in the area and the changing of high school boundaries, there has been a definite increase in the number of pedestrian students using this intersection, as well as bikes and moped traffic. Many students going to the four schools in the area have no choice but to use this intersection. Chil- dren going to the elementary schools have been drawn to other crossing points where there are crossing guards provided. But during the summer months, these crossing guards will no longer be there. 3) Visibility at this intersection is poor especially on the northeast and southeast corners, where there are 7 foot high block walls close to the street. Drivers pre- paring to make a right turn cannot see what is approaching on the sidewalk unless they pull forward and block the crosswalk. Nor can they see what is coming from 0 the left when cars have pulled up beside them 0 This creates a very dangerous situation. People often have to walk out into the intersection to get around a car blocking the crosswalk, or wait in the middle of the street until the car pulls around the corner. 4) Traffic accidents on this corner have been multiplying year by year. Within the past few months, the pushbutton on the center island. south has been knocked down, the block wall on the, southeast corner driven through, and a car ended up in the park while trying to maneuver a turn. About a year ago the City Engineer installed a 4 -way red light at the intersection. I presume it was a safety measure. I can't help but feel that allowing a right turn is a direct contra- diction to this effort. A recent survey by the City Engineer revealed a 70% increase in traffic on Red Hill. I feel that with 20,000 or more cars crossing this intersection each day, every consideration should and must be taken to insure the safety of pedestrians using this intersection, whether going to school, to the park, or just for a walk. In view of these facts which I have presented for your consideration, I am requesting that you reverse your decision and replace the "NO RIGHT TURN ON RED" sign on this corner.
