Fleagle, Community Development Consultan~ Proposed Nisson/"B" Street Annexation On June 5, 1980 Mayor Saltarelli and staff met with the residents of the "B" Street Mobilehome Park fo answer questions and explain the benefits of annexa- tion fo the citY of Tustin. There was no evidence of support for annexation of the area fo the city at this meetin9 and sfron9 opposition which was led by a tenant of an adjoining apartment complex. In view of the factors of the area being a blighted county island with sub- sfantial liabilities for public improvements and strong neighborhood opposition to the annexation, if is recommended that the annexation of this area be dropped from consideration and' the Board of Supervisors requested fo allocate funds fo eliminate the blighting conditions of the area. RECONW~ENDED ACTION Authorize the Mayor to send a letter, substantially as drafted, to the Board of Supervisors, requesting the allocation of funds and a program for public i rr~ provemenfs within the area. Clark Chairman of the Board of Supervisors l0 Civic Center Plaza Santa Aha, California 92701 Dear Chairman Clark: In response fo several residents of a county island in the area of Nisson and "B" Streets, the City of Tusfin sent a letter fo the residents and property o,¢mers of the area to determine their desires pertaining fo annexation fo the city. In addition, I met with the residents of the area on June 5, at a meeting of the Mobilehome Park Association. Although there are several property owners within the area who desire annexation, the overwhelming reaction of the resi- dents is in opposition to the annexation proposal. As you will recall, this is the same group of residents fhaf opposed the annexation in 1978 when it was before the Board of Supervisors as an island annexation. Chairman Clark, the City Council.respects the desires of these residents not fo be annexed fo the city, but the Council has directed fhaf I invite your attention fo the blighted conditions of this county island and request that the Board of Supervisors take actions fo correct and prevent further blight. The following public improvements are considered essential for the public health and safety of the area: 1. The acquisition of right-of-way and improvement of South "B" Street for a distance of 650'. This street is now a private easement with 20' of sub- standard pavement and without curbs, gutters, or sidewalks. (The City has acquired dedication of a portion northerly of McFadden within the city limits and a deposit has been made for the improvement of ~ 200' on the westerly side). -2- The installafio~of street lights. 3. Sidewalks Curb and gutter in addition fo South "B" Street 5. Storm drains 6. Sanitary sewers Other requirements to meet the standards of the City are fire hydrants, and street trees. It is estimated that the required public improvements for this area will cost between $250,000 and $300,000. The City of Tusfin, during the past four years, has directed that the Housing and Community Development Funds allocated to the City be administered by the County of Orange for improving blighted county islands within the community. Thus far, there have been no physical improvements constructed within those islands from the allocated HCDA Funds. From the perspective of blight, the Nisson/"B" Street area would qualify for the expenditure of HCDA Funds. To summarize the situation: The majority of the residents of the area do not desire to be annexed to the city-of Tusfin. 2. When this area was previously proposed for annexation, the Board of Supervisors respected the desires of the residents not to be annexed and the Tustin City Council shares that position. 3. The subject area is blighted and public improvements are necessary in the interest of health, safety and community standards. 4. Tustin participates in the County of Orange HCDA Program by agreeing that the HCDA Funds allocated to the city's population should be administered by the County of Orange for the improvement of county islands within the -3- ,he Tusfin area. 5. The City Council hereby reques,s fha, ,he Board of Supervisors allocate the funds for ,he elimination and prevention of blight within 'he Nisson/"B" Street county island area.
