PARKING RESTRICTIONS - LAGUNA ROAD
Recently, Councilman Edgar requested some background information on Laguna
Road easterly of Red Hill Avenue. A review of our files indicates the
following:
March 18, 1977, the City entered into an Annexation Agreement with Edgar E.
Pankey regarding parking on Laguna Road. Section 6 of this Agreement reads
as follows:
"City acknowledges the existing use of Laguna Road in the vicinity
of the existing motels and restaurant, for limited overnight truck
parking and agrees to permit the continued use thereof so long as
such use does not unreasonably interfere with vehicular travel on
said Laguna Road."
May 1978, at the request of the Police Department, on-street parking was
removed along Laguna Road between Red Hill Avenue and the easterly City
limits. This was necessary to provide safe visibility for motorists
exiting the driveways to Laguna Road. Passenger vehicles, trucks and
trailers impaired this visibility when parking adjacent to the driveways.
March - April, 1980, at the request of the Police Department, additional
No Parking signs indicating a tow away zone on the south side of Laguna
Road, easterly of Taylor's Restaurant were installed.
Staff was not aware of the Section 6 of the Annexation Agreement when the
parking was removed from Laguna Road. However, it is Staffs opinion that
the original parking removal was required for traffic safety and the con-
venience of on-street truck parking did not warrant consideration. The
installation of the tow away signs is a matter of convenience for enforce-
ment. The tow away designation is not required to prohibit parking.
There is no action required on this report unless the Counail so desires.
