SUBJECT: STOP SIGN REMOVAL - FIRST STREET BETWEEN NEWPORT AND RED HILL AVENUE
At their last meeting, the City Council requested that this item be agendized to con-
sider the removal of stop signs along First Street between Newport and Red Hill Ave-
nues.
Background
On August 15, 1972, stop signs were installed on First Street at the intersections
of Charloma Drive and White Sands Drive. Staff was unable to find any reports or
requests which initiated the initial installation of these stop signs.
In July, 1974, a formal request was sent to the County of Orange to re~ve First
Street between Red Hill and Newport Avenues from the County of Orange Master Plan
of Arterial Highways. This street had been previously removed from the City Master
Plan of Arterial Highways in September of 1972.
In January, 1974, the City Council discussed the removal of the stop signs on
First Street at both Charloma and White Sands Drives. The Council minutes of that
meeting indicated that there were a large number of letters received from residents
in the area in opposition to the stop sign removal. Council action at this meeting
was that no action be taken regarding the stop sign removal and that a weight limi-
tation (6,000 pounds) be placed on First Street between Red Hill and Newport Avenues.
Alternative Actions
There appears to be three alternative actions available to the City Council as
follows:

Remove stop signs on First Street at Charloma Drive.
Remove stop signs on First Street at White Sands Drive. (This is
probably the most desireable option between 1 and 2).
Remove stop signs at both the intersections of Charloma Drive and
White Sands Drive.
No action on stop sign removal on First Street at the subject in-
tersections.
