SUBJECT: Status Report Proposed Nisson-"B" Street Annexation
Honorable Mayor and Council:
Letters were mailed fo the property owners and residents of the
Nisson-"B" Street County Island, soliciting their opinions per-
taining to an annexation request proposed by a property owner
within the area.
Responses sfrong!y in favor of the annexation were received from
six Of the property owners within the area. The owner of the
mobile home park, Mrs. Grissef, is not in opposition and would be
interested in seein9 "B" Street improved fo City standards. She
has left the decision fo the pleasure of the mobile home park
residents. The residents have requested a meefin9 on Thursday,
June 5 at 7:30 p.m. with the Mayor and staff to answer questions
which may arise.
Letters in opposition fo the annexation have been received from
the following:
Florence Magallon, 17256-8 Nisson Road
John Rose, 14101 "C" Street
Mayme Brower, 39 Via Entrada
.Bernard Whitney, 1536 Mitchell
Peggy Schulfz, 17274-D Nisson Road (Pres. Homeowner's Club)
An analysis of the area has been made indicafin9 that public im-
provements will cost more than $200,000 to create minimum City
health and safety standards for roads, sidewalks, drainage, and
lighting. (For example, South "B" Street is not a dedicated street).
Based upon pre-AB-8 fax returns, the City would receive $20,000
per year in property taxes. If would fake another 10 years before
the faxes would equal the cost of the public improvements, and
without a contribution for maintenance of the area. These costs

will be reduced by any redevelopment that takes place whereby the
developer installs the public improvements. Nevertheless, annexa-
tion of the area tolthe city o¢ Tusfin will be a liability for the
City.
Following the meeting with the Mobile Home Park Association on
June 5, the City Council will be asked fo reconsider this pro-
posal and determine the best interests of the City and corrrnunity.

Dear Mr. Fleagle,
In response to your letter of May 1S, 1980,
requeeting sentiTnents regarding annexing of
47212-17288 Nisson Road [Influential Square
Condominiums), please be advised of an emphatic
NO.
It has not been much over a year since these
same areas were contemplated for annexation by
the City of Tustin. Concerned citizens by dint
of hard lahor and petition vocally advised that
we did not want to be annexed then and we still
do not.
Influential Square pays to have refuse hauled
away and this allows us to control any damages
and prices. We do not feel there are any
advantages~ only disadvantages, to annexation
and will continue to fight any attempts to do
