SUBJECT: FOURTH OF JULY CELEBRATION
In line with City Council's authorization at the April 21st Meeting,
Staff has attempted to further pursue the idea of a Fourth of July
Celebration. The commitment must be made at this meeting if we are
to have any hope of getting the event off the ground.
We have contacted pyrotechnic companies and have received some price
information, as well as finding that it is not too late so far.
Attached is a letter from one of the companies that not only has the
fireworks display, but music and narration to go along with it. The
cost is $5,500, plus rental of an audio system, unless we find another
suitable system available locally.
We would propose a free event, especially this first year, located at
the Tustin High School Stadium. The District appears to be willing
to co-sponsor the event by providing the facility, utilities and
maintenance. We are trying to get the pyrotechnic company down to
view the site to insure that any trenching, etc. will not conflict
with the School District's use and maintenance of their property.
A number of the organizations we have talked with seem very favorable
to the concept and are willing to help, provided the City carries the
. ball. We are hoping to keep it relatively simple the first year by
planning the food concession with organizations; by the free admission;
by a 30-minute program before the 25-minute fireworks program; and by
closing with everyone singing "God Bless America" or another patriotic
song to bring home the message.
The cost will be higher than originally estimated. Based on the only
proposal'we have to date, the fireworks program would cost about
$5,500; a music play-back system (if needed) might cost $700; and an
additional cost of $1,000 provided for publicity, printing, permits,
and other related expenses. Thus, a realistic cost is about $7,200.
If this is not acceptable, I suggest we cancel the project.
RECOM~iENDED ACTION:
1. ReqUest Tustin Unified School District and Tustin Chamber
of Commerce to become co-sponsors.

Request Tustin Unified School District permission to use
the'stadium and District assistance in the form of
utilities, maintenance and clean-up of the stadium
after the program.
3. Authorize appropriation of $7,200 and authorize staff
to proceed to implement the project.

Dear Mr. Knapper:
I am enclosing two (2) Pyro-musical display shows for your
consideration. The first, called "We The People", which is
a musical portrait of American people done to music and
fireworks and runs approximately 25 minutes at a cost of
$5,500. To make this program effective, you will have to
have a play-back audio system at a rental cost of approximately
$500-$700. The second program, called "Funtime America", is
a musical production with a salute to Music, America and
Freedom. This show runs approximately 25 minutes at a cost
of $4925. You will also have to have a music play-back system
at a rental cost of $500-$700.
Fourth of July shows are generally free of charge to the public;
sponsored by Homeowners Associations, country clubs or
municipalities. If it is your intention to charge a gate
admission, I think a reasonable, price would be $1.50 for adults
and 50¢ for children, provided that you have some "quality"
pre-show enterntainment approximately 30 minutes long. With
regards to organizations manning foOd booths, it is important
that you set up a general price ceiling for soft drinks and
general food items, providing the buildings with electricityl
temporary restrooms, and a reasonable advertising budget for
posters, tickets and flyers.
