Hippensteel's letter (copy attached) and the City Council's request, a review of the Red Hill and Bryan Avenue insfersecfion with respect fo the "no right turn on red" signs has been completed. In January 1974 a child was struck by an automobile and injured whi!e crossing Bryan Avenue, just westerly of Diamond Head Drive. In fha same month another child was struck by an automobile while he crossed Bryan Avenue at Red Hill against the red light. As a result of these accidents, on February' 4, the City Council directed the following actions be taken: Prohibit right hand turns against a red light af Red Hill and Bryan.. Reduce speed limit fo 25 m.p.h, on Bryan Avenue. Until the strip on Bryan is improved by fha County, a crossing guard be provided for the Diamond Head crossing. d. Install Botts dots on Bryan Avenue. Since the installation of the "no right turn on red" signs, staff has received numerous requests from residents for their removal. The Traffic Commission processed two recommendations to the Council for the removal of these signs. Staff is in concurrence with Mr. Hippensfeel's comments as follows: a. This sign installation is contrary to normal traffic laws and does impede traffic flows. b. Some motorists do use the nearby residential streets to circumvent the intersection and the signing. c. The pedestrian push buttons as well as the normal signal cycle provide adequate protection fo the pedestrians crossing these streets. RECO~NDED ACTION Pleasure of the City Council.
