SUBJECT: O.C.T.D. DIAL-A-RIDE PLANS
We have bccn informed that Orange County Transit District (O.C.T.D.) Dial-
A-Ride for Tustin, previously scheduled for December 1981, b~ now b CCh
accelerated for implemention in December 1980. The attachment indicates
this revision was formally approved by their Board of Directors on
5, 1980.
Tustin is included in O.C.T.D.'s area Region 3, ultimately serving the 3
sub-regions of Orange and Villa Park (in service now), Irvine, and Tustin
and its adjacent unincorporatedareas (CowanHeights, etc.). The following
briefly outlines the scope of their intended operation:
1. Eligibility: Two levels
A. Senior Citizens and Handicapped (base service)
B. General Public as "C~imaters" only
(to/fromwork/school; hours eligible for th~s
use are restricted. See No. 3).
2. Number of Vehicles: One
Vehicle will serve Tustin and surroundingcounty
areas. }~ore vehicles available if demand warrants.
3. Operation Hours: 6:00 a.m. to 7:00 p.m.
Monday thru Saturday
A. "C~aters" restricted to the following hours:
6:00 a.m. - 9:00 a.m.
3:00 p.m. - 7:00 p.m.
4. Fares: One-Way
50~ Senior Citizens and Handicapped
$1.00 General Public (comnuters)

Handicapped refers to ambulatory individuals since the vehicles used for
Dial-A-Ride do not have lift capabilities. Anyone requiring that
particular mode of transportation (wheelchairs) can use the O.C.T.D.
Dial-A-Lifts already in operation countywide.
The Orange County Transit District is also considering, still at the
staff, level, the proposal of full fare rates to the elderly and
handicapped on fixed routes during peak hours (opening of service to
9:00 a.m., 3:00 p.m. - 6:00 p.m.). The reason behind the concept is
that such individuals riding during peak hours are usually gainfully
employed and therefore should not be allowed the discounted fare.
Such a proposal, if reconmended by the staff, would not be in~plemented
until September 1980, and would require a separate O.C.T.D. public
hearing on its own.
ANALYSIS
How an O.C.T.D.-operated Dial-A-Ride will function in relation to our
own City Dial-A-Ride is a consideration that must be evaluated. The
O.C.T.D. Dial-A-Ride will operate longer hours and days, but will not
serve the entire general c~anity as riders, as does our system.
Their fare structure creates a price differential that both operators
need to be aware of for possible ridership impact (our fares are
25Q Seniors, Handicapped, Students; 50Q all others). We raight wish
to raise our fares simultaneously, pay the difference for O.C.T.D. to
reduce their fares to our charge, or keep our rates the same and
enjoy healthy ccrapetition.
The City has invested substantial resources in our operation; a
vehicle, c~,~,anication equipment, radio frequency, backup mobile
radio through a Senior Citizen's Grant, a dispatcher also assisting
in maintenance depart,mnt's clerical support part-time, and a back-up
driver also serving as a Maintenance Worker I. If we disbanded our
service, the bus could be for recreation excursions and charters, we
would lose our radio frequency and would be required to return our
backup mobile radio, and the retention of Dial-A-Ride employees
into existing departments would need to be re-evaluated.
Our City Dial-A-Ride has been a highly successful progTam in terms of
effectiveness in comparison to other similar operations; we are
currently averaging 40 riders per day. However, any public transit
system is not self-supporting, as O.C.T.D. can certainly attest.
It may well be that O.C.T.D. 's Dial-A-Ride will augment our own Dial-
A-Ride, relieving the 57% Senior Citizen ridership demand currently
being experienced, thereby allowing more of our other residents the
opportunity to use our service. Additionally, it is unknown as to

how the Tustin County area service demand will impact O.C.T.D. 's Dial-
A-Ride, making it so difficult for our residents to schedule rides that
they will continue to use our own operation. Conversely, the loss of
our senior ridership might reduce our own City's ridership to such a
iow level that continuation of the service can no longer be justified.
RECXIMMENDATION
Based upon the unknowns and their ir~ortanceto any evaluation, it is
recoml~nded that the City continue to budget for a City Dial-A-Ride
in the 1980-81 Fiscal Year Budget, and that we closely monitor the
impact of O.C.T.D.'s Dial-A-Ride on our system for evaluation in
March 1981 (3months after O.C.T.D.'s implementation in December 1980).

meeting and alternatives to the Dial-A-Ride Program will be evaluated.
STAFF PRELIMINARY RECOMME~DATION: Board policy.
COMMITTEE RECOMMENDATION: The Planning and Legislation Coum~ttee,
comprised of Directors Anthony and Hollinden, revtewed the
alternatives which were presented to the Board on April 21, 1980,
on this item. The Committee requested staff to look into a
variation of Alternative A; and this will be discussed at the
Board meeting.
