REID, BUILDING OFFICIAL AUTHORIZATION TO ADVERTISE FOR BIDS-HVAC, POLICE AND CITY ADMINISTRATIVE BUILDINGS The attached proposed Resolution is for authorization to re-work the existing air conditioning and ventilation systems, Police and City Administrative Buildings, In addition, an additional system will be installed for the Police Dispatcher and Police Reproductions Room as well as a replacement of the exhaust system for the employee restrooms adjacent to the Engineering Department. The City Council at their meeting of November 17, 1979, approved design of this project. It is estimated the construction work is $20,000.00. RECOMMENDED ACTION Approval of the proposed Resolution. Reid Building Official GFR/hl r CC: City Clerk Finance Director Community Development Director RESOLUTION NO. 8o-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS TO IMPROVE HEATING, AIR CONDITIONING AND VENTILATION SYSTEMS, POLICE AND CITY ADMINISTRATIVE BUILDINGS, AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS. WHEREAS, it is the intention of the City Council of the City of Tustin, California, to improve heating, air conditioning and ventilation systems, Police and City Administrative buildings; WHEREAS, the Building Official has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Building Official be and are hereby approved as the plans and specifications to improve heating, air conditioning and ventilation systems, Police and City Administrative buildings. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the following words and figures, to-wit: "NOTICE TO CONTRACTORS" Clerk, until 1 by publ SEALED PROPOSALS will be received at the office of the City Tustin City Hall, 300 Centennial Way, Tustin, California, l:O0 A.M. on the 21st day of May, 1980, at which time they will icly opened and rea--~a-~, for performing work as follows: To improve heating, air conditioning and ventilation systems, Police and City Administrative Buildings. Bids are required for the entire work described herein: A-1 SCHEDULE OF WORK ITEMS ITEM NO. UNIT QUANTITY DESCRIPTION 1. Ea. 1 Improve HVAC system, Police Building 2. Ea. 1 Improve HVAC system, City Administrative Building. The work is to be performed with the Police Building having preference over the City Administrative Building. The contractor shall commence work on each HVAC system only when he has all materials and equipment at hand. Once work commences on a system, work shall be continuous until work on that system is complete. Each system shall be placed in operation for testing, balancing, adjusting, and fine tuning upon completion of work on that system. A-2 Plans, specifications and proposal forms to be ~lsed for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, T~stin, California, 92680, upon payment of $2.50 per set, which amount shall be non-refundable. Plans and specifications will only be mailed out upon payment of $5.00 per set, which amount shall be non-refundable. In conformance with Section 37931 of the Go\'ern~nent Code, all bids shall be presented under sealed cover on the proposal form provided and accon~panied by one of the following forms of bidder's security: a. Cash b. Cashier's check made payable to the City of Tustin. c. Certified check made payable to the City of Tustin. d. Bidder's bond executed by an accredited surey 'insurer, made payable to the City of Tustin. lhe security shall be in an amount equal to at least ten percent (10%) of the a~unt of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Surety Bond for payment of labor and n~aterials ¥~ill be required in the amount of fifty percent (50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the extimated total contract price in the form attached to the contract documents. Said bonds shall be issued by a Surety Con?any rated Grade A or better and Class IX or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or waive any informality on a bid. No bidder may withdraw his bid For a period of thirty (30) days after the date set for the opening thereof. The contract will be awarded to the lov;est qualified bidder. Provisions of the State Contract Act are not applicable, and prosi~ective bid- ders will not be required to be prequalified. All work to be done under the direct supervision of the City Engineer, City of Tustin. All work to be paid for at the unit prices bid From appropriated monies. Said City of Tustin, pursuant to the Labor Code of the State of California, has ascertained and determined that the general prevailing rate of hourly and per diem wages in the locality in which the said work herein described is to be perform- ed, for each craft or type of workman or mechanic needed to execute the contract and also the general prevailing rate for legal holidays, and overtime work for each craft or type of workman or mechanic, to be as indicated in Resolution 77-52 as pre- viously published in a newspaper of general circ[llation, and on file in the office A-3 of the City Clerk. Employer payments other than those itemized therein, as defined in Section 1773.1 of the Labor Code, are to be paid in accordance with the terms of the col- lective bargaining agreement applicable to the type or classification of the work- men or mechanics employed on the project. Copies of all collective bargaining agreements relating to the work as set forth in the aforementioned Labor Code are on file and available for inspection in the office of the Department of Industrial Relations, Division of Labor Statistics and Research.
