HONORABLE HAYOR AND CITY COUHCIL
FROM: DAN BLANKENSHIP - CITY ADHINISTRATOR
SUBJECT:
CONSIDERATION OF A FOURTH OF JULY CELEBRATION
On April 8, 1980, the citizens of Tustin voted 1828 to 1658 forian ordinance
to prohibit the sale and use of fireworks within the City. This election
saw a 24.6 percent voter turnout, which is high for a City election.
I would li
ment of a
tional pri
reasons:
o
ke to suggest that the City Council consider supporting the establish-
Fourth of July "patriotic extravaganza" in order to replace the tradi-
vate fireworks which are to be prohibited. I recommegd this for several
Citizens need to have a replacement for their private!celebration
or they may just go into the County or other areas to!shoOt off
fireworks, which perpetrates the hazard to themselves ~nd generates
more travel.
The Fourth of July should be returned to a patriotic emphasis on the
birth of our nation.
3. Such an event could help ease the loss of revenue to the non-profit
organizations which were previously receiving funds from fireworks
sales.
The event is envisioned to include suitable band music, singers'(with emphasis
on patriotic songs), perhaps a distinguished speaker (brief), a6d a fireworks
finale. Low-cost admission tickets could be sold by the non-profit organizations
and food and drink booths could be manned by them, as additional money-making
activities.
The most logical location would appear tobet~Tustin High School stadium. The
timing would appear appropriate from late afternoon (which would not appear to
interfere with the Tustin Meadows activities) to 9:00 p.m. or so. It might be
possible to utilize some of the Tustin Meadows floats from that afternoon's
parade.

Re: Consideration of a Fourth of July Celebration
The City may have to take the lead on this project, especially due to the
short time frame available. In order to make it successful, I believe the
City will have to financially support the event with $2,500 to $5,000. The
justification would appear to be the desirability of such a community event
and a "fire insurance" cost of eliminating private fireworks usage.
RECOI~qEN DED ACTION
Indicate support of concept in principle and direct staff to develop more
specific plans with community organization input.
Respectfully submitted,~
