At the time of this approval, the left turn movement to the site from eastbound First Street was discussed and it was determined that a protected left turn pocket for this movement should be installed. This project was never included within the capital improvement budget for imple- mentation. A plan has been prepared for the proposed work (copy attached). This work will provide for a left turn pocket capable of storing three (3) cars, which will eliminate the existing problem of cars blocking the number one lane of east- bound First Street when making a left turn. The olive tree within the median will require relocation westerly, and this project will reduce the overall amount of dichondra lawn area within that median. The estimated cost for this project is $7,100 and could be financed by either. General Fund or Redevelopment Agency (RDA) monies~ The actual RDA revenues for the 1979-80 fiscal year exceed the budgeted amounts for the capital .programs. Therefore, it is suggested that this project be financed by RDA Funds and that a supplemental appropriation be authorized in the amouQt of $7,100. If the project is. approved on April 7, 1980, a resolution will be presented at the April 21, 1980 RDA or Council meeting authorizing advertisement of bids. RECOMMENDATION: It is recommended that the Tustin City Council review this item at the afternoon session of their April 7, 1980 meeting, and if they desire to proceed with the project, it should then be referred to the Redevelopment Agency for action and approval.
