'Thi's project encompasses recycling of'existing pavement and installation of an
asphalt concrete overlay on various streets at a total of 14 locations through-
out the city.
Bids were'opened for this project on March 28, 1980 af 11 a.m;, and were re-

The Iow bidi$ 2.0% over ,he engineer's estimate of $208,228.55. There is
presently $212,000.00 budgeted for this'work. Attached for the City Council's
information is a tabulation of all bids received. As can be seen on this tabu-
lafion, the main cause for the over run on this project is the rapid rise in
asphalt concrete (item No. 3 on the tabulation) due fo crude oil price increases.
For example, on fha F.Y. '78-'79 street maintenance project we paid $18.20 per
ton for asphalt concrete. This year's price of $24.96 per ton represents a 37~
increase in just one year.
RECOA¥,tENDATION
It is recorr~ended that the Tustin City Council, at their meeting of April 7, 1980,
award the contract for F.Y. '79-'80 street maintenance program to All American
Asphalt of Orange, California.
