REQUEST FOR AUTHORIZATION TO RECRUIT DEPARTMENT HEAD
Don Biery has submitted his resignation effective May 3, 1980, as he is entering
the private sector of his field. We shall miss Don, but I can understand his
interest in a new challenge.
I recommend that Council authorize changing the name of the position to Community
Services Director and the department to Community Services Department.' Since
the function of the department has broadened from traditional recreation to in-
clude cultural arts, instructional classes, and senior citizen services, the
department name of "recreation" is no longer descriptive.
It is also appropriate that a department in City Hall have the responsibility for
referring people with special needs to other agencies who provide such services.
This is not envisioned to require additional staffing, nor is a high volume of
requests expected. The name change would appear to be consistent with current
operations and is more current with the trend in the field.
Mr. Biery is receiving a salary of $2,311 per month, which is competitive in
the market.
I would propose we recruit at a salary area of $2,000 to $2,400 per month. I
would expect that we would attract many well-qualified applicants.
RECOMMENDED ACTION
By Minute Order:
Authorize change of department name from
Recreation to Community Services,
2. Authorize change of Director's title from
Parks and Recreation to Community Services.
3. Authorize recruitment for Don Biery's
replacement.

The Position
The City is looking for an individUal who will be able to direct the
operation of a diverse recreation and community service function to
insure continuation and growth of services despite limited funding
and increased demand for services,
Selection Criteria
Education/Experience Bachelor's Degree in Recreation Administration,
Human Services, or a related field, or the
equivalent, Sufficient professional experience, a portion of which has
been at the supervisory level, to demonstrate possession of the required
knowledges and skills, ,. · .
Knowledge of: Principles of management and supervision;
Social service programs and agencies~ Municipal
recreation programming, including sports programs'and contract classes;
Budget preparation and analysis; Grant funding sources and procedures;
Park planning and development.
Skill in: Developing and implementing recreation programs;
Supervising and directing staff; Workin~ effect-
ively with the community to promote cooperation and support for recreation
and community service programs; Developing and implementing innovative pro~
grams to meet the needs and interest of the community.

Dear members of the City Council and City Administrator:
It is with considerable and mixed emotions that I tender my resignation
as the Parks and Recreation Director for the City of Tustin effective
May 3, 1980. I have elected to enter the private sector as a Parks
and Recreation Consultant and Sales Representative.
I am extremely proud of ~he recreations services now provided by the
City of Tustin and of the growth experienced in the Parks and Recreation
Department during my tenure. I am also proud of the high quality of the
programs developed by-our department over the past five years.
However, I feel ! have accomplished my basic goals and I now need a new
challenge a~d opportunity to more fully utilize my bxperience and speci- '
alities, as well as to meet the financial needs of my family.
While I am leaving City.emplo3~nent, I am remaining a Tustin resident,
and thus my interest and involvement in Tustin will continue.
I wish to express my appreciation to the City Council and staff for
their support over these past five years.
