Hart Mayor Enclosures P, ESO'-VnON NO. *-SO A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD SUPPORTING SENATE BILL 1827 AMENDING THE STATE LAWS RELATING TO PORNOGRAPHY AND THE ABATEMENT OF PORNOGRAPHIC MATTER. WHEREAS, the Council of the City of Bakersfield believes that pomog~phy encourages, stimulates and promotes anti-social behavior;, and WHEREAS, the Council of the City of Bakersfield is concerned about the manufacture, sale, distribution and exhibition of pornographic matter within the City; and WHEREAS, a large number of residents of the City of Bakersfield have voiced their opposition to pornography;and WHEREAS, existing California State law has made it difficult and often impossible for local jurisdictions to adequately control pornography; and WHEREAS, Senate Bill 1827 is the result of proposed legislation drafted by the Kern County District Attorney's Office at the request of the City Council; and . ~,HEREAS. Senate Bm 1827 can provide a means to control the sale, distribution and exhibition of obscene ~,. matter in the City of Bakersfield and other cities in the State of California; and WHEREAS. Senate Bill 1827 is a non-pa~isan bill in which Senator Stiern and Assemblyman Rogers are lead ~',~ co-sponsors, and Senator k.~aich and Assemb!e~nen Duffy and Wyman are co-sponsors. NOW. THEREFORE. BE IT RESOUdED by the Council of the City of Bakersfield as follows: 'I-nar the CoUncil of the Ci~' of Bakersfield supports Senate Bill 1827. That the Counci~ of the CiW of Bakersfield commends Senators Stiern and ~ich and Assemblymen Rogers, Duffy and Wyman for their ~nsorship of Senate Bill 1827. That the Council of the City of Bakersfield urges all California State Senators, California State ,assemblymen and all dues in the State of California to support Senate Bill 1827. I HEREBY CERTIFY ~hat the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 12th day of March, 1980, by the following vote: AYES: Councilmen Barton, Christensen. CALIFORNIA 93302 March 18, 1980 HONORABLE MAYOR, and Members of the City Council RE: Senate Bill SB 1827 (805) 327-7031 GREETINGS; Pornography is against God's law, Federal law, State law, and human decency. Its degrading and immoral influence always results in a lack of respect for proper .authority. and the condoning society is plagued with rebellion and lawlessness. Pornographic materials do not stay in the stores of distribution; but flow onto the campuses of Elementary, Junior High, and High Schools polluting the minds of innocent children and young people and is one of the prime contributors to the crimes of sexual abuse of children and young people, incest, rape, and murder. Pornography encourages prostitution, homosexuality, drug abuse, and immoral practice of every kind. The general populace of the State of California is deeply concerned about the difficulties involved in controlling pornography and its accompanying vices; which in turn threaten the very foundation of morality in our society. We the citizens of the City of Bakersfield, and of the County.of Kern, together with our elected and appointed officials have taken action and have requested legislation which has resulted in Senate Bill SB 1827, now entered into the State Senate in Sacramento. The objective of SB 1827, is to greatly aid and enable the law enforcement officials of our State to more effectively control the flow of 'Hard Core Pornography' and its accompanying criminally oriented vices throughout our State. We respectfully urge you to follow the example of the City Council of the City of Bakersfield, and pass a similar resolution requesting the passage, of SB 1827, intact. This is a signal opportunity for every elected official to take a stand with the good people of the State of California in favor of human dignity and common decency. WF/rm Respectfully Yours, Rev.
