Fleagle, Community Development Consultant Status Report - Housing Element The State Department of Housing and Corm~unify Development will not certify Tusfin's Housing Element until revisions are made to satisfy their requirements. After several negotiating sessions, staff believes that certification can be obtained without destroying the intent of the document or the va4ues of the community. The City could ignore the demands of the State, but would be vulnerable fo litigation without State certification. Amendments fo the Housing Element are being prepared and advertised for a public hearing before the Planning Agency, which would meet the requirements of the State, as indicated on the attached memorandum, RKF:mm attachment .~tate of Ca|iforn|a ,V emorandum --~o : Mike Brotemarkle Date~ March 18, 1980 :rom : DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT V -- Subiect: Amendments to Tustin's Adopted Housing Element Per our conversation last Wednesday, I am sending a memo 'summarizi'ng our comments and concerns regarding your proposed amendments. ACCOMODATION OF LOW INCOME FAMILY HOUSING Our major concern here is that Tustin provide some committment to addressing the low income housing needs to household types (elderly, family, etc.) in roughly the same proportion as these needs have been identified in the com- munity. In addition, geographic distribution of assisted housing is impor- tant. We would like to see committment of the City's intent to use not only part of the redevelopment project area, but also a portion of the tracts lying to the east which would be appropriate for multi-family development after 1983. In our review, there may have been some semantic confusion when we read that' the faltland tracts shown on Exhibit C would be developable after 1983 at a "constant" density of four (4) units per acre, when what was meant was an "average" density, We feel that an indication of the City's intent to allow some development in the density range of twenty (20) units per acre, with a mix of housing available to all economic segments of the community, would help to allay our concerns, particularly since this 425 acre site does not appear to have topographic limitations. REVISIONS AND REVIEW The suggested amendment appears to be fine. AFFORDABILITY NEED The suggested amendment appears to be fine. FAIR SHARE NEED The housing element should~include some additional information about the 1000 new units of Marine Helicopter Base Housing in terms of the population it will accomodate and how it will affect Tustin's housing supply. Is there any data, for example, regarding the number of current base employees who are residing in Tustin? With regard to low income family units to be developed, the housing element should indicate which programs the City intends to use, with quantified ob- jectives. Our co~nents were not intended to discourage the placement of assisted housing in your redevelopment project area. However, the text of Tustin's draft indicated that this would be the only area where low income units would be developed. Our concern is that there also be a reasonable geographic distrivution of assisted housing opportunities, including the areas to be de~eloped in the eastern portion of the City during the 1980's. With regard to infilling of the urbanized area, it is stated that about 10% of the units will be affordable housing for low income families. By what~~? Given recent development related to condominium conversions, perhaps staff's recommendations for ordinance provisions should also be included in the City's housing element. MARKET AND GOVERNMENTAL CONSTRAINTS Y6u have provided excellent general background information about possible constraints. However, some specific information should be given for the City of Tustin (e.g. land prices, fee and permit charges, processing times, etc. ). If the City amends its housing element with these modifications - in conjunc- tion with the ones you have proposed - and actuallY intends to implement them, I should be able to sign off on your revised housing element.
