HomeMy WebLinkAboutPH 1 SURPLUS PROPERTY 3-17-80DATE: MARCH 7, 1980 PUBLIC HEARING No. I 3-17-80 TO: DAN BLANKENSHIP, CITY ADMINISTRATOR BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: SALE OF SURPLUS PROPERTY ON NEWPORT AVENUE - PUBLIC HEARING (FILE #2451) At two previous Council meetings the City Council declared its intention to sell the subject property and determined that the public interest and convenience require the sale of the real property (two parcel~) adjacent to Newport Avenue. The surplus property in question consists of two parcels which are described as fol- lows: Northerly parcel, shown in green on the attached Exhibits, is located between the Orange County Flood Control District Channel and Irvine Boulevard. 2. Southerly parcel, shown in red on the attached Exhibits, is located between Ho,~ ~,~ and the Orange County Flood Control DistrictChannel. A public hearing has been set for 7:30 p.m. on March 17, 1980, at the Tustin City Counci' Chambers, at w!=ic~ time and place any and all persons interested in said sale may appear, make c~' increase offers, protest the proposed sale and/or otherwise be heard. The City Ce~Jncil shall pass on any and all offers and protests at said hearing. Sealed bids were received on March 6, 1980 at 3:00 p.m. for each parcel as follows: Northerly parcel (Green) - Raymond J. Larson - $21,800.00 (Minimum bid was designated to be $21,800.00) Southerly parcel (Red) - John M. Bell - $18,100.00 Raymond J. Larson $17,700.00 (Minimum bid was designated to be $17,700.00) The bid submitted on the southerly parcel by John M. Bell was subject to the parcel being granted vehicular access to Newport Avenue. Any access across the off-street bike path would create additional potential bicycle/vehicle conflicts. The original intent of the off-street bicycle path was to isolate the bicyclists from vehicular traffic for safety reasons. It is Staff's recommendations ttiat any access to Newport Avenue from either of the two parcels be denied. Each bidder was required to outline the proposed use of the property. Mr. Larson's intended uses were to improve parking and traffic circulation on each of the ad- joining parcels of land. Mr. Bell's intended use is to construct a 1520 sq. ft. office building. A sketch of the preliminary site plan is attached for your infor- mation. DAN BLANKENSHIP MARCH 7, 1980 Page 2 A preliminary review by the Community Development Department of Mr. Bell's intended use reveals the following: 1. A 15' building setback is required on both the Holt Avenue and the Newport Avenue frontages in lieu of the 10' and 5' setbacks as shown. A 10' landscaped setback from Newport Avenue for the parking area is required as well as a 5' landscaped area along the westerly line of the parking area. This would reduce the amount of area available for parking. An accessible trash enclosure would be required and a minimum of one 12' handicapped parking stall. These requirements would further re- duce the space available for parking; 4. The development as proposed on this parcel would require a variance. It was indicated that this parcel was not considered developable pro- perty as it stands without access to Newport Avenue and only 30 feet of depth, and consequently the minimum base bid was set at an amount to cover costs incurred to date at about $3.17/sq. ft.. If the pro- perty is to be considered for a use such as an office building, then it is suggested that all bids be rejected and the southerly parcel be rebid at a minimum base bid price of $10 - $12/sq. ft. RECOi,iI!ENDATION: If tSere are no additional bids from interested parties at the public hearing, it is recommended that the Tustin City Council at their meeting of March 17, 1980, authorize the following: l. Denial of any vehicular access rights to Newport Avenue from either of the subject parcels. 2. Award of bid to Raymond J. Larson in the amount of $21,800.00 for the purchase of the most northerly parcel of surplus land adjacent to Newport Avenue. 3. Award of bid to Raymond J. Larson in the amount of $17,700.00 for the purchase of the most southerly parcel of surplus land adjacent to Newport Avenue based upon the denial of access rights to Newport Avenue and the condition of bid proposal of John M.
