With the recent revision of our City Address Map requiring a higher cost for public sale, department heads were asked to submit any desired changes in the Fee Schedule, and only those that reflect actual increased cost for the service. The updated list is the result of those recommendations. The chart below is a comprehensive schedule indicating the recommended changes; the revenue generated by these fees is relatively insignificant in the total City budget, and should now be more realistic with actual cost (those displaying an asterisk* will require a slight modification to the respective ordinance): DEPT ITEM FROM TO Engineering Comm. A rental fee for the City stage has been added to cover our actual expenses when erecting, transporting, and disassembling the stage. The flat rate charges are based upon past experience, and a refundable deposit of $50.00 is being requested to ensure satisfactory condition of the stage upon its return. RECOMMENDATION Approve Resolution No. 80-28, pertaining to City Fees and Charges, as recommended by the City Administrator; and that the fees should be reviewed on an annual basis. FINANCIAL IMPACT No net increase to City revenue expected, as increased fees are offset by increased City costs. DB/blt Attachments CITY OF TUSTIN o POLICIES REGARDING THE USE OF THE CITY STAGE/BANDSTAND Who may rent the stage/bandstand? As a public service to the community, the City of Tustin owns a stage that may be rented by residents or local civic and service groups for various events. However, the stage may only be erected within the Tustin city limits. What will it cost me to use the stage? The City does not charge a rental fee for the use of the stage. The only charge we ask you to pay is a flat fee for the City's labor in assembling and dismantling the stage. The current flat rate depends upon the desired location of the stage: Outdoor Location Indoor Location $ 80.00 $10o. oo This flat rate includes transportation of the stage to and from our warehouse, as well as its setup and removal. In addition to a flat rate, you will be asked to deposit $50.00 at the time of reserving the stage. The $50.00 deposit will be refunded to you upon the return of the stage in satisfactory condition, as determined by the City. Can I move or change the location of the stage once it has been set up? Once the stage has been erected, we request that you do not alter or move the configuration of the stage without the assistance and direction of our City employees. This will assure you of the safety and structural soundness of the stage through its proper assembly by knowledgeable City workers. May I decorate the stage? Certainly. We only request that you do not fasten any materials to the stage with tacks, nails, or staples, and that you remove all decorations prior to the dismantle of the stage. Must I employ City workers to erecf and remove the stage? It is not absolutely necessary, but we do highly recommend the use of our City employees, as they are the ones most familiar with the equipment to ensure that it is properly assembled. If you wish to set up the stage using persons other than City employees, you must acquire liability insurance naming the City of Tustin as an additional insured, and provide a copy of this insurance policy to the City prior to your use of the stage. Furthermore, the policy must state in writing that you agree to defend the City against any and all claims from persons claiming in- jury as a result of improper assembly, stage collapsement, or any other unsafe conditions existing due to the stage's set up by your people. This insurance policy is only required if you do not use City employees to assemble and dismantle the stage. I have read and received a copy of the above stated policies regarding the use of the City of Tustin's stage, and agree to comply with the conditions set forth. (2) If the work designated in the permit has been commenced. Miscellaneous Fees (I) Work Started Without Permit Where work for which a permit is required is started or proceeded with prior to obtaining said permit, the fees specified shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of the Code in the execution of the work nor from any other penalties pre- scribed therein. (2) Reinspection Fee When the work is not ready for a called inspection or,'when the inspector must reinspect more than twice, because of deficiencies, a reinspection fee must be paid for each subsequent reinspection in the amount of $10.00 each. This shall be estimated initially and the appellant refunded (or charge additional, if required) upon completion of the appeal. Any uncollected costs shall be processed through the City Clerk and upon approval by the City Council added to the tax invoice for the appel lant's property. Section 2: The City Administrator is hereby authorized to establish charges on other services provided by the City, but shall give notice to the City Council of charges so established. Section 3: The fees set forth hereinabove i~ this Resolution shall be imposed on the first day of May, 1980, provided these fees not be in conflict with any federal statutes, State law, and/or executive orders issued pursuant thereto, prohibiting such increase of fees.
