REQUEST FOR AUTHORIZATION TO RECRUIT FOR PERSONNEL DIRECTOR
Mike Taft, the City's Personnel Director, is leaving the City's employment. This
position is critical in properly administering the City and protecting against un-
necessary legal liability under equal opportunity laws and worker's compensation
laws, as well as recruiting the most qualified employees. Attached is a brief
synopsis of the type of person I believe we are looking for. The salary is stated
as between $2,000 and $2,400 per month, whereas Mike's salary was S2,336.
In the interim, I recommend that we appoint Roy Gonzales, the Personnel Analyst,
as Acting Personnel Director at a monthly salary of $1600 per month, effective
March lO, 1980. This is a temporary appointment, after which he will return to
his $1,279 monthly salary. It is desirable to take this action at the Harch 10th
adjourr.%i meeting.

PERSONNEL DIRECTOR
We are seeking an experienced and highly qualified candidate as
described below:
PHILOSOPHY:
A person who can firmly and fairly administer the City's
personnel system in accordance with the City's rules,
Equal Opportunity and Affirmative Action laws, and other
applicable public sector employment laws; but also a person
who will create and maintain a positive image of helpfulness
to candidates and employees within these rules.
EXPERIENCE:
A person who has sufficient professional experience (part of
which has been performed in a responsible supervisory capacity}
to demonstrate possession of the following skills: skills as
a team leader in the Meet and Confer (employee negotiations)
process, as the candidate of choice is expected to be our team
leader in Meet and Confer negotiations; skill in handling
worker's compensation claims and other employee benefits;
skill in planning, organizing, and implementing sound and effect-
ive recruitment, testing, and selection procedures; skill in
interpersonal communication; skill in developing and fully u~i-
!izing department staff; skill in administering a department in
achieving established goals.
EDUCATIO~:
A ?erson tv ith a B.A. or M.A. degree in Personnel Management
or ~-elated field, or the equivalent thereof, who has maintained
current familiarity with public sector practices and techniques
through seminars, readings, etc.
POSITION:
The position is at Department Head level, supervising a staff
of one professional persomnel employee and one clerical employee.
The City has a total of 140 employees in Police, Maintenance,
and Administrative categories, and is presently considering the
acquisition of a water company with 20 employees.
SALARY:
$2,000 to $2,400 flat rate, depending upon qualifications.
