F.Y. '79-'80 STREET MAINTENANCE PROGRAM
This project provides for pavement maintenance on a total of 14 streets at various
locations throughout the City. The maintenance proposed under this project will
consist of heater remix and recycling of the existing pavement surface in connection
with the installation of an asphalt concrete overlay.
The locations picked for maintenance at this time are indicated on Page A-2 of the
attached Resolution and are the results of a survey made by Staff of all streets in
the City (excluding arterial highways) which have not had previous maintenance. It
was determined from this survey that the streets selected are the ones in most need
of attention at this time and they represent approximately 50% of the total mileage
of residential streets which are in need of the heater remix and asphalt concrete
overlay type of maintenance. There is no slurry sealing proposed under this pro-
ject, however the Staff survey also pinpointed streets which need future slurry
seal type of maintenance to prolong their life and prevent the need for the more
expensive type maintenance proposed under this project. The estimated cost of this
needed future slurry seal type maintenance is $195,000.00 (in 1980 dollars).
There is presently $212,000 budgeted for this project. The Engineer's estimate for
the work proposed is $208,000.00. Depending on the low bid received, it would be
Staff's intention to add or delete work from the contract as necessary to utilize
all of the available funds.
The attached Resolution is for the City Council's approval of plans and specifica-
tions for the construction of Fiscal Year 1979-80 Street Maintenance Program and
directing the City Clerk to advertise for bids.

Fiscal Year 1979-80 Street Maintenance Program and directing the City Clerk to
advertise for bids.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE CITY
OF TUSTIN FISCAL YEAR 1979-80 STREET MAINTENANCE PROGRAM
AND DIRECTING THE CITY CLERK TO ADVERTISE FOR BIDS.
WHEREAS, it is the intention'of the City Council of the City of Tustin,
California, to construct certain street maintenance improvements and appurtenant
work designated as Fiscal Year 1979-80 Street Maintenance Program;
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City Engineer be and are hereby approved as the plans and specifications
for the construction of the City of Tustin Fiscal Year 1979-80 Street Maintenance
Program.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and direct-
ed to advertise as required by law for the receipt of sealed bids or proposals
for the doing of the work specified in the aforesaid plans and specifications
which said advertisement shall be substantially in the following words and figures,
to-wit:

The foregoing quantities are approximate only, being given as a basis for the
~comparison of bids, and the City of Tustin does not, expressly or by implications, agree
that the actual amount of work will correspond therewith, but reserves the right to in-
.crease or decrease the amount of any class or portion of the work, or to omit portions
,~of the work as may be deemed necessary or advisable by the Engineer.
The City of Tustin has budgeted a fixed amount for the work encompassed by
"hese plans and specifications. In the event that the low bid exceeds or is less than
budgeted amount, the City reserves the right to delete or add projects to the contract

as necessary to stay within the budgeted amount. The provisions of Section 4-103B
of the Standard Specifications (increased or decreased quantities) shall not apply
to this contract.
Plans, specifications and proposal forms to be used for bidding on this
project can only be obtained by prospective bidders at the office of the City Clerk,
Tustin City Hall, 300 Centennial Way, Tustin, California, 92680, upon payment of
$2.50 per set, which amount shall be non-refundable.
Plans and specifications will only be mailed out upon payment of $5.00 per
set, which amount shall be non-refundable.

under sealed cover on the proposal form provided and accompanied b~ one
lowing forms of bidder's security:
a. Cash
b. Cashier's check made payable to the City of Tustin.
c. Certified check made payable to the City of Tustin.
d. Bidder's bond executed by an accredited surey insurer, made payable
to the City of Tustin.
The security shall be in an amount equal to at least ten percent (10%) of
the amount of the bid. A bid shall not be considered unless one of the forms of
bidder's security is enclosed therewith.
A Surety Bond for payment of labor and materials will be required in the
amount of fifty percent (50%) of the estimated total contract price and a Faithful
Performence Bond in the amount of one hundred percent (100%) of the extimated total
contract price in the form attached to the contract documents. Said bonds shall be
issued by a Surety Company rated Grade A or better and Class IX or better by the
latest edition of Best's Key Rating Guide.
City of Tustin reserves the right to reject any or all bids, and/or waive any
informality on a bi~d. No bidder may withdraw his bid for a period of thirty (30)
days after the date set for the opening thereof.
The contract will be awarded to the lowest qualified bidder.
Provisions of the State Contract Act are not applicable, and prospective bid-
ders will not be required to be prequalified.
All work to be done under the direct supervision of the City Engineer, City of
Tustin.
All work to be paid for at the unit prices bid from appropriated monies.
Said City of Tustin, pursuant to the Labor Code of the State of California,
has ascertained and determined that the general prevailing rate of hourly and per
diem wages in the locality in which the said work herein described is to be perform-
ed, for each craft or type of workman or mechanic needed to execute the contract and
also the general prevailing rate for legal holidays, and overtime work for each
craft or type of workman or mechanic, to be as indicated in Resolution 77-52 as pre-
viously published in a newspaper of general circulation, and on file in the office

of.the City Clerk.
Employer payments other than those itemized therein, as defined in Section
1773.1 of the Labor Code., are to be paid in accordance with the terms of the col-
lective bargaining agreement applicable to the type or classification of the work-
men or mechanics employed on the project.
Copies of all collective bargaining agreements relating to the work as set
forth in the aforementioned Labor Code are on file and available for inspection in
the office of the Department of Industrial Relations, Division of Labor Statistics
and Research.
