In,er- Corn TO: FROM: SUBJECT: DAN BLANKENSHIP, CITY ADMINISTRATOR BOB LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER MULTI-MODAL TRANSPORTATION STUDY On January 21, 1980, Mr. A1Hollinden of the Orange County Transportation £ommission (O.C.T.C.) presented a review of the Multi-Modal Transportation Study to the City Council. Since this presentation, the County Staff has requested the submittal of any City Council concerns regarding the study. Due to the presentation being of such a general nature, Staff has compiled a few comments that might be transmitted to the O.C.T.C. Staff as follows: The eastern corridor (Peter's Canyon/Weir Canyon Road) and the Foothill corridor extending southeasterly from the eastern corridor should be classified as top priority corridors in Orange County, and alignments for each facility should be adopted .as soon as feasible, so as to pro- tect adequate right-of-way for each corridor. The study will require a routine update to monitor changes in residen- tial develepmen~, employment opportunities and travel behavior due to fuel availability or cost. These updates may not change the scope of the alternatives, but they will probably alter the implementation dates. Continuing analysis of funding vehicles for required improvements is needed. The projected costs direct a large burden on the users, which in itself may eliminate any implementation. If rehabilitation costs of present and proposed facilities have not been included in the study, then the total overall cost may prohJ!bit any appreciable amount of im- plementation.
