Parking Study in fha Old Town Tusfin Area
At the February ~5, 1980 meeting of the Old Town Task Force a motion was made
to present fo the Council, for their consideration, that a study be done in-
vestigating the feasibility of constructing municipally owned parking facilities
in fha downtown area.
At this time, the Old Town area does not have a plan outlining methods to con-
sfrucf needed off-street parking for the present and Cuture growth. Per Ordi-
nance No. 510 the City has two provisions for owners fo satisfy on-site parking
requirements. The first one is for a business fo lease private off-street park-
ing within 300 feet o¢ fha business. The other allows an owner to waive parking
upon depositing to the City a specified amount o¢ money to be used for public
parking accommodations. Neither o¢ these methods specifically spells out where
or how parking will be constructed or provided.
The study will identify properties within the downtown area fhaf potentially
could be utilized for off-street parking. Alternatives for land acquisition will
be explored, some o~ which include, but are not limited fo: acquiring vacant
land, an air right lease, or a potential friendly condemnation of a blighted
parcel. !n addition to the land acquisition program a phasing and economic
study will be done, outlining the amount of parking spaces required for the area
and the economic feasibility of the alternate plans.
RECOMMENDATION
The Community Deveiopmenf Department's recommendation is that Council direct staff
to proceed with the parking facility feasibility study,
