LEG NETWK MTG 3-3-80DATE: February 21, 1980 REPORTS 3-3-80 Inter-Corn TO: Dan Blankenship - City Administrator FROM: Gary Napper - Administrative Assistant SUSJECT:ORANGECOUNTYL~GISLATIVENETg~RKMEETIN~ Discussion at yesterday's Legislative Network meeting, at which Bob Haskell was in attendance, covered the following concerns; 1. AB 2212 - Property Tax Annexation Formula. ~~~~ The hearing is set for March 5th to recc~r~_nd a state formula. Orange County has refused to negotiate with cities until AB 2212 is heard. The present bill reads 45% of the $ 4.00 rate (county-wide average) ~puld become applicable to newly annexed areas; this is naturally being pushed by cities not having property tax rates. The League's amerzlment is to set the formula on a city-by-city basis, based upon the individual city's normal percentage received in its incorporated area as being more equ. itable. * .No action recfaested by Councils; wait until the Steering Committee's recommendation on Feb~_ary 26th. 2. AB 1983 - Cities: Detachment of Territory The hearing date is forM arch 5th, and Bob Haskell foresees minimal chance of this bill succ~cding. * No action necessary. 3. SB 200 - Peripheral Canal This bill passedthe Senate bya 24-12 vote; the Assembly hearing is set for February 27th in the Water, Parks, and Wildlife Co~=~gttee. * Action Requested: Cities send letters of support toAssemblymembers. Favorable publicity was widespread when the bill was heard in the Senate; however, the League is fearful of a support letdownbefore the battle is c~letely over. 4. SB 888 -Compulsaryand Bind~ngArbitration Although thisbillwas defeated as recul~nded, which is old news, there is reconn~nded action requested. * Action Requested: Letters of appreciation to Senator Briggs for his critical abstention; his action was~, atmost, a step in the right direction! HUD BONUS FUNDS and ttS~3~ITRIED HCDA FUNDS Due to the cities of Orange, Newport Beach, and Wes~ninster returning their HCDA funds, SCAG is considering an open bid process on a county basis for other cities to c~e'~te for any recaptured funds, after the State has taken their portion off the top. The total available in Orange County would be $ 1,700,000 before the State's siphoning. Additionally, HUD has bonus funds that will be available on an open bid basis, competitive by regions. The League's rec~,~ndation is to first request bids on the bonus funds so that our county's best projects may compete against the best from other regions; then, allow c~etition among the cities for any county recaptured funds. This process would ensure that our best projects are not awarded at the county level with recaptured funds first, thereby weakening our c~etitive quality for the regional bonus funds. * Action Requested: Informational only. 6. }IR 5914 - CETA ~Af~E CHANGE -~s bill %~uld raise the CETAannual salary in Orange COunty from $ 7,200 to $12,000. However, Bob Haskell believes that Congress is unlikelytore~ove the current ceiling. * A~tion Requested: Letters of support from interested cities.
